CJS has 78 employees located at the Boulder Justice Center, the Boulder County Jail, and the Longmont Courthouse.

3. Adult Court Services: Bond Commissioners Unit
Located at the Boulder County Jail.
Provides the initial assessment after arrest using a risk assessment tool and interview.
Makes recommendations to court for conditions of pretrial release.
Can also release individuals prior to first appearance under certain circumstances.
4,200 interviews conducted in 2016.

4. Adult Court Services: Pretrial Supervision Unit
The courts order supervision as a condition of bond to promote public safety and court appearance.
Supervision levels are tailored to risk of the defendants.
Supervision allows defendants to be released into the community rather than using costly jail beds.
The PTS unit had 2,599 intakes in 2016.

5. Adult Jail Alternatives: Community Service Unit
A sentencing alterative that places clients into unpaid potions with non-profit or government-supported community agencies.
The Fast Track Program provides an option for hours to be completed on the weekend.
Caring Crafts allows clients with a specialized skill to complete their hours by creating handmade articles that are donated to local non-profit agencies.
Community Service clients completed a total of 92,000 hours in 2016.

6. Client Story: Community Service
Some clients are difficult to place in agencies due to the nature of their charges or work schedules. Caring Crafts can provide an good option for many clients.
Richard was very moved to learn that he could create art to complete his CS requirement.
The painting was donated to Bridge House as he was a former client and wanted to give back to the agency. It was auctioned and raised $1,500.

7. Adult Jail Alternatives: Jail Education and Transition (JET)
Located in the jail, the mission of JET is to help incarcerated individuals gain knowledge, awareness, skills and access to services that allow them to grow.
The goal is to promote successful community re-entry post release and reduce recidivism.
Approximately 64 inmates are enrolled in JET at any given time.

8. Client Story: JET Participant
“Thank you so much for everything you have done for me while I was incarcerated. Being able to join the Transitions program has been very helpful. I learned a lot about myself and new ways to see things in life. Along with the classes, the conversations were very helpful and motivated me to move forward. I now have a good feeling about life again that I haven’t felt for a long time. Again, thank you and the whole Transitions program for believing in me.”

9. Adult Jail Alternatives: Restoring Our Communities (ROC)
Voluntary substance abuse treatment program for men who have 3 or more drinking/drugging and driving related offenses.
Benefits of the program include learning skills such as relapse prevention, problem solving, communication, and relationship building.
78% of clients successfully completed the program in 2016.
97% of ROC graduates had no new drinking and driving related changes one year post-program.

10. Adult Jail Alternatives: Community Corrections
Provides residential community based services for two types of clients:
Clients who are directly sentenced by a district judge following a felony conviction (Diversion)
Clients who are released from a Colorado prison facility and are preparing for a gradual return to society (Transition)
CJS staffs the screening of cases by a Community Corrections Board made up of justice system representatives and volunteer citizens.
CJS contracts for residential services (halfway houses) in Boulder and Longmont.

11. Juvenile Services: Juvenile Center
Intake, assessment, and 20-bed short-term detention facility for youth ages 10 – 17 years.
The JAC offers positive programming for youth in detention to further reduce harm.
The JAC had 766 Admissions in 2016.
Average age: 15 years
75% male, 25% female

12. Juvenile Services: Boulder Enhanced Supervision Team (BEST)
Provides an alternative to a juvenile being in detention.
With guidance of the court, BEST staff conduct assessments of the juvenile to determine ability for compliance to required supervision standards if released on bond.
BEST served 127 unduplicated youth in 2016.
95% made all court appearances
92% had no new charges

13. Juvenile Services: Family Navigator
Established in 2014, the Family Navigator helps families who have concerns or confusion about their child’s involvement in the Juvenile Justice System.
Track 1 = quick resource liaison between community agencies and client families
Track 2 = more long term support to educate and empower families as they navigate the system
There were 434 contacts made in Track 1 and 24 families served in Track 2 in 2016.

14. Juvenile Services: Detention Therapist
Provides mental health evaluation, case management services, and brief psychotherapy for youth detained at the JAC and Platte Valley Youth Services Center.
The goal is to ensure that mental health services are available to detained juveniles, who are then linked to appropriate mental health services upon release.
The detention therapist made 467 clinical contacts serving 82 youth in 2016.

15. Justice System Volunteer Program (JSVP)
JSVP places volunteers in a range of positions that include victim witness advocacy, case management, staff assistance, and jail education.
In 2016 the JSVP had 122 volunteers who dedicated 11,130 hours of service.
JSVP oversees the Youth Mentoring Program which provides one-on-one mentoring and guidance, serving 41 youth during 2016.
JSVP is also responsible for donations in the event of a county emergency.

Operational Services
Bilingual staff are the first contact for clients referred for pretrial supervision and community service.
Technical Business Services
Brings users and technology together to optimize functionality and achieve the goals of the Division.
Research and Planning
Works with CJS and 20th JD partners on system planning, data and policy analysis, and legal and scientific research.
