Naval Air Systems Command (NAVAIR), PMA-201: Manages follow-on CADs/PADs FMS cases for customers predominantly flying United States Navy (USN) aircraft platforms 25 Partner Countries and 76 active cases Support ‘aging’ aircraft, many which are sun downing or no longer supported by USN (P-3, H-3, H-2, AV-8, A-4) but will be in FMS service many more years Maintains acquisition authority and responsibility Case Planning, Development, Management and Execution Funds Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) to perform engineering, technical, logistical and production/test services Procures contractor-produced CADs/PADs via Naval Supply Systems Command (NAVSUP) Works closely with Joint Program Office (JPO) to maximize procurement opportunities 5 of 12

Delivery Timelines FMS LOAs require advanced planning on the part of partner countries, no Virtual Fleet Support (VFS) type support system This impacts lead time requirements and long term planning Delayed deliveries impact aircraft readiness and availability Often creates AOG (Aircraft On Ground) situations, affecting combat operations around the world Service Life Extensions (SLEs) and Stock Issues/ Replacements in Kind (SI/RIKs) are a mitigation, but not a solution 9 of 12

Challenges (cont’d) Minimum Procurement Quantities (MPQs) Many countries have small Fleets of aircraft and fewer requirements Because of reduced USN Fleet size or retirement of certain platforms, FMS cannot always capitalize on economy of scale procurements Are there compromise solutions that allow industry to maintain economical manufacturing quantities, while affording FMS customers procurement opportunities without excess purchase of material, resulting in waste and increased cost? 10 of 12
