7 Problems in Kansas The situation in Kansas appeared to have calmed down. There were still two government (Lecompton and Topeka) Geary had restored order after Bleeding Kansas Free States were the majority, Buchanan needed to make sure the will of people prevailed Geary resigned in 1857, and warned Buchanan not to support the pro-slavery Buchanan appointed Robert Walker (assured by Buchanan that he would support fair elections). Walker realised that most people in Kansas opposed slavery, and therefore decided to aim to bring Kansas into the Union as a free state. February 1857 the Lecompton government authorised the election of a convention to draw up a constitution. Free-staters refused to get involved, and therefore pro-slavers won every seat on the convention… (mockery of popular sovereignty) Walker investigated fraud and found that the charges were true. Hundreds of fictitious people had been recorded as voting! Walker overturned enough results to give free-staters the majority in the legislature. 8 Lecompton Constitution
The constitutional convention was now the last refuge for pro-slavers. Few thought the convention represented majority opinion in Kansas. Yet it decided to draft a pro-slavery Lecompton Constitution. There was a referendum allowed on the Constitution, whereby: They could accept the pro-slavery constitution They could accept another constitution that named future importation of slaves, but guaranteed the rights of slaveholders already in Kansas Led to an ultimatum ‘Lecompton or disunion’ – rang out in Southern papers Buchanan supported the conventions actions (ignoring Walker’s advice) Vote happened on the Lecompton Constitution Many free-staters abstained in protest… Vote was in favour of the Constitution with slavery Buchanan endorsed the actions of the Convention KNOW Key details about the Lincoln-Douglas debates ANALYSE What was said in the debates EVALUATE The significance of the Lincoln-Douglas debates N.B. 9 Buchanan vs. Douglas Buchanan’s decision to support the Lecompton Constitution was a blunder. Even some southerners were embarrassed, and Buchanan lost support By supporting the Lecompton constitution, Republicans gained ammunition It also enraged northern Democrats who were committed to Popular Sovereignty. 10 Panic of 1857 US industry was hit by depression

The Basics... Task: match the information with the correct heading What? Where? Why? Why is it important? Result? Douglas was seeking a third term as the Democrat Senator for Illinois, Lincoln was his Republican challenger. The debates were for which person represents Illinois in the Federal Government, as Senator for Illinois. At the time, U.S. senators were elected by state legislatures (State Congress). Lincoln and Douglas were trying for their respective parties to win control of the Illinois legislature, who would then choose them as Senator (INDIRECT ELECTION). Republicans (Lincoln) won 125,000 votes and Democrats (Douglas) won 121,000. But because of the electoral system, more democrats were elected to the state legislature (House: 40 Democrats against 35 Republicans)(Senate 14 Democrats against 11 Republicans). Douglas remained Senator with 54 votes. Illinois – Northern free state. They discussed the really big issues of the day – sectional conflict, slavery, states’ rights. Although Lincoln lost it was evident that he was a rising star. Douglas was the little giant of the Democratic Party and his power base was Illinois and usually the democrats would expect to win there. On a whiteboard, decide whether Lincoln of Douglas said the following Constitution allows for same rights provided in the Dec of Independence to be extended to black slaves (life, liberty and the pursuit of happiness) If a state decides not to have slavery then the Supreme Court could not force this on them. ‘The people have the lawful means to introduce or exclude it as they please’ The threat of slavery came not from the South but from the idea of popular sovereignty. Only the power of the Federal Government could put an end to this moral wrong A house divided against itself cannot stand, I believe this government cannot endure permanently half slave and half free’ Said Douglas was conspiring to extend slavery into free states He believed that if you left it to the states they would actually decide to be free states so he did not foresee any possibility that slavery could be extended. FFs did not intend for such rights to be extended to slaves, this was not the intention of the FFs. Pointed out that many of the FFs were themselves slave owners Constitution leaves it open for states to decide most things for themselves. Popular sovereignty – power should be located locally, self-government should reflect the wishes of the people. Animation is in place to change the colour of the quotes when played. Get students to write down one quote for each person. 15 The Election Result (Lincoln = Blue Douglas = Red)
What is interesting about this election outcome? The map of Illinois is an interesting reflection of what was happening in the USA as a whole Also a reflection for what would happen in 1860 with the North of Illinois voting for Lincoln and the South voting against him. The red stars represent the 7 locations of the debates: 4 of these locations then voted for Lincoln.
