2 Use of IT in Treasury Operations
The Thematic Group was established in 2013 The TG comprises representatives from 11 countries (Albania, Azerbaijan, Belarus, Georgia, Kyrgyzstan, Kazakhstan, Moldova, Russian Federation, Tajikistan, Turkey, Ukraine) Since its establishment the TG has held: 3 workshops (Мinsk, Tbilisi, Chisinau) 3 study visits (Аnkara, Seoul, Vienna) 8 thematic VCs In the TG had 3 activities - study visit to the Austrian Ministry of Finance (March 2017) 2 videoconferences (VCs) – December 2017, March 2018

3 Study Visit to Austria Goals Key outcomes Participants
Exposure to key features and functions of SAP R/3 FMIS used in Austria Demonstration of modules employed for budgeting, treasury operations, debt management etc. Goals The participants received detailed information on the host country’s experience with SAP R/3 implementation and use In-depth knowledge of key processes under SAP R/3 including budget planning and execution, performing treasury operations and federal debt management etc. Key outcomes Members of TCOP TG on the Use of IT in Treasury Operations– 19 participants from 8 countries Detailed Report and materials of the activity are available at the PEMPAL website: Participants

4 Study Visit to Austria

5 Тhematic VC – Experience of Kazakhstan, December 2017
Knowledge sharing among TG members on the recent developments regarding IT use in PFM Launch the preparation for Baku event Goals Exposure to Kazakhstan’s experience with introducing the 4th-tier budgets at the local level; discussed changes in IT systems that were required to support the process Agreement reached on key provisions of the Concept Note for Baku event Key outcomes Members of TCOP TG on the Use of IT in Treasury Operations– 15 participants from 6 countries Summary Report and presentations are available at the PEMPAL website: Participants

6 Тhematic VC – Experience of Georgia, March 2017
Knowledge sharing among TG members on the recent developments regarding IT use in PFM Further preparation of Baku event Goals Colleagues from Georgia presented FMIS evolution to support migration to accrual accounting Based on discussion outcomes, a revised version of Georgia’s presentation was included into the agenda of joint session with the Accounting TG on April 12 Further preparation for Baku event discussed, in particular – preparation for the News Session scheduled for April 11. 7 Key outcomes of TG activity
Experience of some countries with FMIS implementation studied, its applicability for TCOP member-countries reviewed Better understanding of IT support arrangements at MOF/ Treasuries Exposure to the World Bank FMIS COP resources The PEMPAL library received materials from past activities available for further use

8 Key outcomes: country cases
Colleagues from Belarus benefitted from TG peer expert opinion when designing a Concept for a new FMIS. In Seoul colleagues from Georgia received new ideas on integrating the Treasury information system with public procurement system. Colleagues from Tajikistan obtained a better understanding of Turkish FMIS functionality which helped them to adjust it to their country’s needs.
