Increased support for and commitment to an integrated approach to provision of voluntary counseling and testing services. Enhanced capacity for provision of integrated services. Create greater demand at voluntary counseling and testing centers. 4. Collect data to continuously improve the strategy and provide data to guide scale-up activities.

6 Why Integrate Services?
Kenya VCT guidelines state that “Basic FP should be incorporated into all VCT counseling sessions, for both HIV-positive and HIV-negative clients” HIV/AIDS and FP service - target the same population of sexually active individuals - Have many similar desired outcomes Good quality FP services have great potential for reducing MTCT of HIV HIV/AIDS services such as VCT attract a broader range of clients including men/youth who would benefit from FP services No missed opportunities Benefits of Linking FP and VCT Services FP and VCT target the same population: women and men of reproductive age. FP and VCT both focus on behavior change and safer sex practices.  VCT services provide an opportunity to reach people who want FP. VCT provide an opportunity to reach people otherwise unlikely to access FP services, such as unmarried young people, sex workers, men and others. Preventing pregnancy may be an additional motivation for HIV counseling and testing and testing clients to use condoms Integrated programs can better meet the FP needs of women who test positive for HIV, and may therefore also have a strong desire to prevent future pregnancies.  FP services, including contraceptives, supply the motivation for follow-up visits to a site, resulting in the opportunity for ongoing HIV risk-reduction counseling. Clients may find integrated services more convenient, since they can access multiple services meeting interrelated needs in a single visit.
