2 IndustriALL European Trade Union
The voice of 7 million working men and women across supply chains in manufacturing, mining and energy sectors across Europe. We aim to protect and advance the rights of the workers.

3 Maritime technology industry
500,000 direct jobs 1 direct shipyard job -> x7 jobs in region Europe produces 50% of the total marine supplies worldwide Civil shipbuilding European shipyards represent 20% of global orderbook value ‘Blue economy’ represents 5.4 million jobs RISK! Unfair competition from overseas. Innovation-driven, technology advanced industry with highly-skilled quality jobs. Importance for many regions- SMEs

4 Changes in employment Decline in overall employment since 2008
losses in commercial shipyards between 15-75% Directly employed to ‘’self-employed’’ Large steel-intensive cargo carriers to high technology vessels How to retain skills and up-skill?

5 LeaderSHIP 2020 Employment and skills
Pillar 1- Employment and Skills Restructuring Image and career path New skills and lifelong learning Harmonisation of certificates and mobility

6 Restructuring Risks to regions Long term strategy
Increased complexity of products- skills shortage How to retain skills? Must be a last resort- include social partners Long term strategy- to ensure sustainability and competitiveness Skills shortages restricts growth

7 Image and career path High demand for skilled personnel- attract AND retain Need ‘right’ image and to appeal to talented young people High tech future with long term positive perspective Important to provide for lifelong career prospects European Maritime Technology Week 2018 EU funding for training and education Long term strategy- to ensure sustainability and competitiveness Skills shortages restricts growth

8 New skills and lifelong learning
Must address the current and future skills/training needs. Timely anticipation of employment and skills needs Re-skilling/re-training programmes Promotion of lifelong learning & sharing of knowledge Dual education systems should be extended Common European standard Extension of the competences of the European Globalisation Fund Long term strategy- to ensure sustainability and competitiveness Skills shortages restricts growth Transfer systems between education and industry (dual education and apprenticeships) Duel education systems (VET and the simultaneous pursuit of a university degree) should be extended- especially in areas with maritime clusters Curriculum of training centres in Europe should be reviewed and harmonised to establish a common European standard (EU-wide recognised degrees). Extension of the competences of the European Globalisation Fund- upgrade the skills of workers in sectors/supply chains that are suffering from off-shoring and international competition.

9 Harmonisation of certificates and mobility
Mobility should be encouraged and facilitated Recognise skills of workers Mutual recognition of EU degrees Tailoring educational programmes European maritime engineering degree? Mutual recognition of EU degrees Tailoring educational programmes to address the diversification of industry and knowledge requirements. European maritime engineering degree- to be explored

10 Further demands A European observatory for the compilation of data on H&S. The use of different frameworks for public tenders to be considered. Implement the LeaderSHIP 2020 recommendations for procurement processes. Create a definition for a ‘Made in Europe’ label. Revise the finance instruments available for the sector. EU funding should support home-grown technology development. Dedicated R&D programmes in ‘Blue Growth’ opportunities. Encourage pioneering companies to invest in new technologies.

11 SSDC Shipbuilding Work Programme 2018-2019
Promote the sector e.g. Maritime Technology Week 2018 ESCO project follow-up Education and recognition of certificates (European harmonisation system) Industry 4.0- evaluate the impact of new technologies and anticipate re-training needs Blueprint project
