18.3 – reworded, but means the same: if you tack from port to starboard in the zone, cannot force a boat already on starboard above close hauled. Means if you tack in the zone and luff the mark, you are likely fouling someone.
19.1(b) – Rule 19 does not apply when rule 18 applies (mark room)
20.1(b) – Changed from “shall not hail if she is sailing below close hauled” to “shall not hail if she is sailing close-hauled or above.”
21 – removed reference to Section C.

11. Before the Start Barging
No proper course before the start – luff to head to wind

12. Let’s talk about Barging
What is barging
Sailing in from starboard on reach (North U)
Who has right of way
Boat on close hauled on layline to starboard starting mark
What to do?
Hail “no room”
What if he doesn’t tack and comes in anyway
Avoid collision and protest
What you can’t do
Can’t let WW boat in and then “close the door” by luffing/changing course
Must “close the door” before other boat gets behind RC

13. Luffing at the start Occurs between two overlapped boats
Two boats are overlapped if on same tack and neither is clear ahead
Clear astern can establish overlap to windward
Clear astern can establish overlap to leeward
Boat can tack into overlap situation
You can take any overlapped windward boat head to wind at any time before the start – you must return to proper course if you established overlap from clear astern
You can force a windward boat over the line – do not have to give room to dip the line
Must give WW boat room to keep clear unless WW boat is coming down on LW boat
WW boat not obligated to keep clear until overlap is established
If you come from CA close to LW and WW touches your boat while trying to keep clear – you have fouled
Claiming “unresponsive rudder” is not a defense – especially if you are moving!
1. As soon as head sail fills on other side, you are tacking and must keep clear

14. Starting Marks and Line
Boats are not entitled to room at starting marks – no barging
SB LW boat at pin can luff to round mark
The anchor line of a mark is not a mark
A buoy attached to stern of RC vessel is part of RC vessel
A few words about dip-starts
Dip starts are legal unless I-Flag
Boat is OCS until entire boat is below line

15. Common points of Confusion

Hailing numbers is optional – not grounds for granting redress
Your responsibility to know if you are over
Must keep clear of all other boats that have started
Flag is raised, but horn does not sound
Flag counts, horn doesn’t
Horn sounds, but flag is not raised
RC should abandon start and re-start sequence

16. After the Start OCS boat has no rights returning to start
If I-Flag, must go around one end of the line
After start – must sail proper course if CA to LW overlap
Can’t come from behind to LW and luff above Close Hauled
Pay attention to how overlap was established
Not all boats point the same
Someone can be pointing higher than you and be on their proper course

17. At the Windward Mark What is the Zone?
3 boat lengths of first boat in a group of overlapped to enter
Room at the mark – WW must give room to LW
Fetching the mark
Shooting the mark
Hitting the mark
Port tack inside zone
Rule 18 applies – except when one boat, but not both boats have to tack to round mark
