Used for the state aid eligible items on the county’s regular state aid highways CSAH municipal construction funds Used on those portions of each county’s state aid highways located within cities having a population of less than 5,000

4 Initial State Aid Partial Payment Request
Regular construction Submit request for - 95% of the awarded contract state aid eligible construction items 95% of right of way appraisal costs or 100% of actual purchase price with proof of payment 100% of engineering costs (capped at 25% of the state aid eligible construction costs) Municipal construction Submit request for - 95% of the awarded contract state aid eligible construction items 95% of right of way appraisal costs or 100% of actual purchase price with proof of payment 100% of engineering costs (capped at 25% of the state aid eligible construction costs)

5 Remaining 5% The remaining 5%
Is encumbered in the State Aid Accounting System (SAAS) Will be paid when the project is complete and all costs are verified In addition, if requested, these may be received Project Development Includes Construction Engineering and Preliminary Engineering Force Account (must include a Force Agreement agreement) Right of Way Requests for actual Construction Engineering costs are submitted along with the Report of Final Estimate.

6 Release of funds Any remaining money due to the state aid portion of the contract will be released upon Receipt of the final project acceptance Final cost determination by the county engineer Concurrence of project acceptance by the DSAE
