TERMS OF REFERENCE - FINANCE COMMITTEE
PURPOSE OF COMMITTEE The Governing Body The Governing Body has overall responsibility for the administration of the Academy’s finances. The main responsibilities of the Governing Body are prescribed in the Funding Agreement between the Academy and the DfE and in the Academy’s scheme of government. Its responsibilities include: ensuring that grant from the DfE is used only for the purposes intended; ensuring that funds from sponsors are received according to the Academy’s Funding Agreement, and are used only for the purposes intended; approval of the annual budget; appointment of the Principal and appointment of the Director of Finance & Resources, in conjunction with the Principal. The Finance Committee The Finance Committee is a committee of the Governing Body. The Finance Committee meets at least once a term but more frequent meetings can be arranged if necessary. The main responsibilities of the Finance Committee are detailed in the Bradford Academy Financial handbook which have been authorised by the Governing Body. The main responsibilities are: the initial review and authorisation of the annual budget; the regular monitoring of expenditure and income against budget; ensuring the annual accounts are produced in accordance with the requirements of the Companies Act 1985, the Statement of Recommended Practice approved by the Charity Commission, and the DfE guidance issued to academies; authorising the award of contracts over £25,000; authorising changes to the academy personnel establishment; and reviewing the reports of the Responsible Officer on the effectiveness of the financial procedures and controls. These reports must also be reported to the Governing Body. Conduct at meetings Meeting shall be deemed quorate with a minimum of 3 governors present. Ex-officio members of the governing body are not entitled to vote on financial matters.

TERMS OF REFERENCE - PERSONNEL COMMITTEE
PURPOSE OF COMMITTEE The purpose of the Personnel Committee is to ensure that the Governing Body has the knowledge and understanding of the implications and risk associated with being a large employer and the impact of human resources issues on outcomes for learners. To ensure that Governors have the opportunity to scrutinise, challenge and support strategies/actions in relation to the workforce to achieve the best outcomes for learners and to ensure that Bradford Academy is a reasonable, reputable employer. To scrutinise and ratify key human resources policies such as the Recruitment and Selection Policy, Safer Recruitment Policy, Capability Policy, Disciplinary Policy, Code of Conduct and Equalities Policy. Workforce terms and conditions of employment including significant management of change will be scrutinised by a separate group of Governors to include all the Chairs of the Committees, namely Personnel, Finance and Curriculum. The Committee will be mindful of any national developments affecting education and the impact/implication of these on the Academy. HOW Through the provision of agreed key performance indicators by Department. AUTHORITY The Committee is authorised by the Governing Body to investigate any activity within its Terms of Reference. It is authorised to seek any information it requires from any Governing Body member or employee of the Academy. All Governing Body members and employees are directed to co-operate with any request made by the Committee The Committee is authorised by the Governing Body to obtain outside independent professional advice and to secure the attendance of outsiders with relevant experience and expertise if it considers this necessary. Where this involves direct expenditure of above £5000 per annum then the prior approval of the Director of Finance is required.

TERMS OF REFERENCE - CURRICULUM & COMMUNITY COMMITTEE
PURPOSE OF COMMITTEE This committee will have responsibility for the quality of the Academy curriculum comprising all learning and other experiences that the Academy provides for the benefit of our learners. It will also promote and support the Academy’s ambitions to be an outward facing community school. The Curriculum & Community committee will have responsibility to: consider and advise the Governing Body on standards and other matters relating to the Academy’s curriculum, including statutory requirements and the Academy’s Curriculum Policy including Sex Education Policy; RE & Collective Worship; Special Needs Policy consider curricular issues which have implications for Finance and Personnel decisions and to make recommendations to the relevant committees or the Governing Body oversee arrangements for individual governors to take a leading role in specific areas of provision, e.g. SEN, Literacy, Numeracy. keep informed of the current statutory requirements of the Curriculum relevant to the Academy and monitor and review these requirements making recommendations to the Governing Body; receive annual evaluative reports on the quality of provision for Special and Additional Educational Needs; oversee arrangements for educational visits, including the appointment of a named co-ordinator develop, review and ensure good communication with all stakeholders promote the best interests of the Academy through the provision of best quality information to diverse audiences through a range of media ( including the Academy website and prospectus; secure and build on constructive links with the wider community including local Academy’s, the Diocese; Voluntary groups, Elected representatives (local and national), Businesses and other relevant agencies; advise the Governing Body on the development of a range of community services and extended school activities to help meet the needs of its pupils, their families and the wider community. (e.g. Childcare, Out of Hours Learning, Lifelong Learning, Health and Social Services, Cultural and Sporting Activities, other statutory Services for Children and Young People, IT) promote and support community focused services and activities. oversee and monitor the relevant sections of the Academy Development Plan ; Additional items which individual Governing Bodies may wish to include. AUTHORITY The Committee is authorised by the Governing Body to investigate any activity within its Terms of Reference and has the power to make decisions on behalf of the Governing Body relating to matters concerning Curriculum. It is authorised to seek any information it requires from any Governing Body member or employee of the Academy. All Governing Body members and employees are directed to co-operate with any request made by the Committee The Committee is authorised by the Governing Body to co-opt other Governing Body members as necessary
