1 HRT Bus Shelter Advertising
Staff Report to City Council September 28, 2005

2 Existing Conditions Staff and HRT are in agreement: conditions of existing transit stops in Hampton are poor. There are over 500 transit stops in Hampton There are only 12 shelters (exclusive of those on the campus of TCC and at the HRT Transit Center)

3 Existing Conditions Typical transit stops have varying levels of improvements based on ridership: Basic Stop: HRT Sign on blue pole Basic +: Sign, pole and trash container Enhanced Stop: Sign, pole, trash container and bench (with or without hard surface pavement) Sheltered Stop: Sign, shelter, bench and trash can

32 HRT Proposal Sell advertising space on HRT bus shelters in exchange for new or retrofitted shelters and regular maintenance Program would start with 3 new shelters and 2 retrofitted shelters If successful, program would replace or retrofit all 12 shelters in Hampton

36 What is Required to Allow Advertising?
Advertising on shelters is considered off-premises advertising and not permitted under our current ordinance Ordinance must be modified to permit advertising on bus shelters History of ordinance Dangers of modifications

37 Conclusion Transit stops need improvements throughout the city
Only focusing on a few shelters with more than 500 transit stops, will not have a broad enough impact to adequately address the issue Changing the sign ordinance creates problems with future enforcement and control of signage and visual clutter within the city

38 Staff Recommendation Decline to participate in HRT shelter advertising program Direct allocation of $50,000 per year from the VDOT Urban Street Maintenance funds to transit stop repairs and improvements Continue to support Coliseum BID in their efforts to improve transit stops within their district
