People’s empowerment Building Organization Building Alliances/Coalitions Popular Democracy Social Transformation Leaders in Development These things/goals are the most common goals in a community. A community may choose one, two, or all of these if a community could. But as large or small scale a community is, all of these should be used.

Entry in the Community – On How to Introduce Yourself and Your Mindset Gather basic information about the place such as culture, practices, and the lifestyle of the people. Do not regard yourself as superior or different from the people in the community. Dress simply as possible and act as naturally as you can as you enter the community. DO NOT appear as a ‘savior’ or someone who will solve people’s problems. Development must be for and from the people.

Integration With People – On How to Socialize and Understand Them Integrate yourself with the people by living with them, eating their food, doing their chores, and slowly learning their way of life. Gradually join their small groups so you can continue to expand your knowledge about the conditions of the community or place. Slowly start working on the community. Begin to realize their hardships and problems the people are facing. You have to learn the way how people feel about these.

Community Study or Situation Analysis You have entered the community, now you are with the people. You are now with the people, not alone by yourself. Facilitate people’s participation in analyzing their situation and problems. Adjust the level of study or analysis to the level of the community people. Do not limit their participation to merely answering the survey questionnaire. Raise the awareness and consciousness of people in handling problems.

Identifying and Developing Potential Community Leaders – Part of Empowerment: Turning Dreamers to Leaders As early as possible, identify potential leaders from among the people who seem to have a deep understanding and concern in solving their problems. Equip them with useful knowledge and experiences to develop them into leaders. Educate and convince them that they can be potential leaders to represent the group.

Core Group Formation – Organizing Main Leadership Team Form a core group consisting of the identified potential leaders. These leaders are expected to meet and accept the challenge to organize the rest of the community projects. Each core group is expected to represent its organization.

Setting Up and Developing the Organizational Structure At this stage, the people are now ready to set up their organization. They will elect their own leaders through the democratic or participatory process of selection or rotation. The procedure will reach the point of success if the whole party (community and you) work together to execute the organization.

Strengthening the Organization – Follow-ups and Enhancements Do everything in your capacity to strengthen the organization. Give a chance for the leaders to move and work together on their own. Let the people learn how to identify the issues and problems confronting them. Let them plan the various activities they can perform together for the common good. Let them see their financial problems and how to solve them by income-generating projects.

Community Development is a planned and organized effort to assist individuals to acquire the attitudes, skills, knowledge, and general capabilities required in their democratic participation in the effective solution of community problems in an order of priority determined by increasing level of competence. Aims and Objectives of Community Development The aim of community development is community action. In reality, the primary object of community development is to a) promote, b) sustain, c) support, and d) maintain community action.

Major Purposes/Objectives of Community Development To help people employ the right methods to organize self-help initiatives. To develop techniques relevant to the situation for socio-economic and cultural progress.

Development should focus on people’s participation. Development should be attuned to the demands of the people. Development should be based on a theory that is tested, validated and relevant. Development should be integrated in approach. Development should lead to the empowerment of people. Development should sustain the natural environment as a socio-economic base.

A focus on the goals and needs of the community The encouragement of self-help Technical assistance from governmental or voluntary organizations which may include personnel, equipment, supplies, and money Integration of various specialties such as agriculture, animal industry/husbandry, public health, education, home economics, and work Felt needs of the people in the community

She/he has demonstrated potentials for community development work. She/he has demonstrated professional commitment, direction, motivation and maturity as manifested in his/her work history. She/he is willing to understand and respect the values and culture of people. She/he has the genuine intension of sharing whatever goods he/she has with his/her fellowmen.

Work with the poor and oppressed, not for them. Development is an awakening process. Let the people grow. Build the people’s solidarity. Build up the people’s organization.

All leaders plan and think about what the organization should be doing and how objectives might be achieved. Planning contributes to strategic management in several ways. Planning system represents analytical strategy creation and can lead to an intent. Planning system provides a useful framework for managing the organization’s strategic resource. It can provide a means of controlling resource allocation and fostering internal linkages. The primary benefit of planning is that it forces people to think. Planning is everything.

Planning is one aspect of strategy creation. It is necessary for the organization to plan. Planning is the process of translating goals/objectives into specific activities to meet community needs or solve community problems. It involves a holistic situational analysis of the community towards identifying community needs/problems, resources, and responses. Planning basically answers the following questions: a) how much, b) of what, c) for whom, d) why, e) for how much, f) what conditions.

Seven Steps of Planning Diagnosis What do you/we want to achieve on a particular period? What are the possible ways of achieving this objective? What are the advantages and disadvantages of each proposal? Which proposal (plan) do we accept? Who will do what, when, where, and how? At what point do we need to evaluate?

20 Evaluation: What You Guys Need to Do at the End of the Chapter
Form into groups, pick a leader (See: Identifying and Developing Potential Community Leaders) Tackle an important thing locally (on our school), and nationally (on our province/country). (See: Community Study and Situation Analysis) As a team, how could you help the subject of your topic? (See: Community Development) Decide, Decide, Decide. Present your IDEAS as a GROUP. The Speaker will explain to you further what you REALLY need to do. To be fair, the reporting team will have its own group regarding this thing. Good luck, make your group proud, and have fun. 

22 Monitoring It is derived from the Latin word monore which means to monitor. A monitor, is one that warns or oversees, instructs or assists. Therefore, a process of periodically gathering data pertaining to the status and formation of the extent of project/program implementation.

23 Purpose of Monitoring To provide a systematic method of collecting data on the implementation is taking place To generate information that can be used for evaluation of the plan To detect problems in implementation as they occur for proper corrective measures.

24 Evaluation The process through which the effectiveness of services is gauged against the goals which the agency sets out to achieve. It is the heart of the program development process which provides a direction for future courses of action.

25 Classification of Evaluation
Participatory Evaluation involves participants in a program to reflect critically on their own project, program, aims, and leadership. It is a participant-centered evaluation. Non-participatory Evaluation is done by non-participating parties.

26 Kinds of Evaluation Ongoing Evaluation is conducted while the activity is still in progress. Concluding Evaluation is a final evaluation. It is essential to evaluate a program at its end.

27 The Commitment Cycle Evaluation of the present situation in relation to the future which the group desires Recommendations for future development based on the evaluation Decisions on the best course for future development based on recommendations Delegation is regularly giving responsibilities for the various tasks to be done, based on the decisions. Implementation is action taken, based on the decisions.

28 The Commitment Cycle Evaluation of the action taken
Recommendations based on the evaluation and so forth. All in all, the Commitment Cycle consists of a circle with the words Decide, Delegate, Implement, Evaluate, and Recommend. Repeat those words in the circle again and again, and there you go, the COMMITMENT CYCLE.

29 Final Note If you really want to test if the things that are discussed here are effective, do it on your OWN LIFE and see it for yourself. If you think this idea failed, or lacks something, go ask the speaker about it. ^^ -as for me, so far, it’s effective. Yet it sometimes fail though- Being a leader is not about a one-man team. You only spearhead your members, not taking place of them. On more serious challenges or problems, the BEST person you could ask for your help are your PARENTS. For they know you much from head to toe.
