2 French and Indian War hangover
Enormous cost of war—debt soared from 75 million Pounds to 133 Pounds (60% of budget) Had to raise taxes to cover this debt Taxes were shifted from land to excise taxes (owned by aristocracy and gentry) to consumables. By 1760s taxes were 20% of income on most Britons Price of larger Empire was a larger government and higher taxes at home. Many wanted to reform—wanted more representation in Parliament The War also proved how little military power Britain held in America How will they enforce laws? Should send more troops Native Americans a concern END of SALUTARY NEGLECT

6 Loyalists v.s. Patriots Loyalists Patriots
Strong unified Empire is good for all Colonists are British subjects and should obey British law Taxes are due to pay for the F &I War which was fought to protect colonists American colonies would be weak w/o Britain Colonies profit from trade w/ England Colonies are too far away from England to have representation in Parliament. Patriots People have rights government can’t take away, like property. British personnel are causing violence, riots, and death (Boston Massacre, and Boston Tea Party) Many colonists fought in the F & I War (we’ve done our part) Taxation takes away property from citizens (i.e. money and goods) Colonists don’t have a voice in Parliament, So England shouldn’t tax colonies (No taxation w/o representation) There is no way colonies could ever be represented in Parliament bc its too far away.
