1 Underwriters Laboratories: Meeting Market and Consumer Needs Through New Product Standardization

2 Our Mission

3 UL Standards Efforts UL is known for product safety, and product safety standards. UL Standards also address: - testing of systems and services - indoor air quality - environmental issues - performance standards - efficiency standards - sustainability

4 By the Numbers 2017 Nearly 4,000 1,700 Volunteers CURRENT STANDARDS
PUBLISHED BY THE UL FAMILY OF COMPANIES OVER 4,000 Volunteers ACTIVELY PARTICIPATING IN STANDARDS DEVELOPMENT  30+ COUNTRIES REPRESENTED ON STPs AND COMMITTEES Approximately 50,000 Registered CSDS USERS COLLABORATIVE STANDARDS DEVELOPMENT SYSTEM  62 DEDICATED STANDARDS PROFESSIONALS  450+ ACTIVE STPs & COMMITTEES DEVELOPING AND MAINTAINING STANDARDS

5 What Drives Standards Development in the US?
Standards development led by private sector, rather than government agencies. Standards are market driven: - New or changing technology - Independent research - Data on field use - Need to safeguard the public

6 Innovation leads to new challenges
As consumers, we constantly demand new, better, faster, smaller, lighter….. This leads to an constant development of new technologies and products Faster product development, over a global supply chain, with more startups, and quicker consumer demand all present challenges for key attributes including safety

7 The Hoverboard Crisis A Case Study in Standards Addressing Global Regulatory and Legal Challenges

8 Key issues for hoverboard safety
Battery system safety – preventing thermal runaway Coordination of the charger, battery system and load (i.e. the motors driving the wheels) Assessing the protection of the battery packs and motors for safety Rigorous assessment of normal and abnormal operation and environmental integrity

9 Fast-tracked Hoverboard Standard
Technical team is alerted of Hoverboard issue and begins to build response strategy UL publishes UL 2272 for self-balancing scooters UL hosts UL 2272 webinar First draft of UL 2272 is written Nov 2015 Dec 2015- Jan 2016 Jan 6 Jan 27-29 Jan 29 Feb Mar 7 Mar 8 Cross-functional team works through holidays & weekends to research and develop draft requirements UL hosts first consensus Standards Technical Panel meeting Business team meets with key retailers in China Business team meets with key retailers in US

10 Standards First certification to UL 2272 in early May 2016, less than 6 months after the crisis US CPSC recalled more than 500,000 hoverboards in July 2016 UL 2272 is now bi-national US and Canadian standard Other countries requiring compliance with UL 2272 UL/China cooperation on Hoverboards

11 Batteries are ubiquitous in our lives
Batteries surround us today – in our electronics, vehicles, appliances and other everyday products Batteries generally have low failure rates - but we are seeing more severe consequences based on Li-ion technology and expanded use And more batteries are coming, based on our mobile lifestyles

12 Other New Standards Development
Lithium Ion Batteries – UL 1642 Energy Storage – UL 9540 UAV/Drones – UL 3030 Cybersecurity – UL 2900 series Electrical Systems of Electronic Cigarettes – UL 8139

13 Summary Standards play a key role in supporting safe and sustainable deployment of new technologies and products The dynamics in today’s world will continue to cause rapid new introductions on a global scale Standards development will need to move at a faster rate to proactively support critical attributes like safety UL will continue to lead the effort in research and standards development to promote safety

14 The Collaborative Standards Development System (CSDS)
CSDS is UL's web-based standards development system used to submit proposals, comment, and vote on proposals at any time of the day from any computer system with internet access. CSDS is open to anyone interested and is the designated and primary tool for participation in UL's standards development process. CSDS can be accessed at:

15 How can I be involved in the UL Standards Development Process?
Submit proposals via CSDS for revising standards: Attend STP Meetings either as an STP Member or a Guest: Join a Standards Technical Panel (STP): “Call for Members” indicates which STPs are seeking members:

16 Invitation for Increased China Involvement
UL encourages international participants in its standards development process UL encourages use of its standards material around the world The CSDS system allows for access by anyone/anywhere to the UL standards development process UL’s mission for a safer world leads to agreements that provide access to, and adoption of, UL standards by other countries

17 UL Standards Staff Phil Piqueira, VP Standards Sonya Bird, International Standards Manager Eric Zhang, China Standards Manager UL Beijing Branch Office Unit , East Tower, Twin Towers, B-12 Jianguomenwai Av. Chaoyang District, Bejing, China
