1 Guided and I-BEST Pathways
CBS Update | 2 February 2017 Good morning, and welcome to today’s I-BEST Overview & Implementation session. My name is William Durden, and I am the Policy Associate for I-BEST at the Washington State Board for Community and Technical Colleges. I’m a homegrown Washingtonian, having earned my associates, my bachelors, and my masters all in Washington State. I taught College, Developmental, and Adult Education levels of English for six years in the community college system, including co-teaching in an I-BEST program, before coming to the state board to do the work that brings me before you today. 2 IELCE Program Components
English Language Acquisition Civics Education Literacy Must meet all of the requirements in subpart D Provided in combination with IET Adult Education & Literacy activity Workforce Preparation activities Workforce Training (specific sector) Must meet all of the requirements in subpart D Innovation and Opportunity: From Plan to Reality

3 Integrated education and Training (iet)
I-BEST continues to be the gold standard for providing IET services under WIOA Requirements for “integration” (463.37): Adult education and literacy activities, workforce preparation, and workforce training: Are instructionally balanced proportionally across the three components; Occur simultaneously; Use occupationally relevant instructional materials The IET program has a single set of learning objectives that identifies specific adult education content, workforce preparation activities, and workforce training competencies, and the program activities are organized to function cooperatively.

4 IET & IELCE IN WABERS IET is now an option in WABERS+
IELCE is now no longer restricted to ESL-marked students It is up to the provider to determine which students are in IELCE-funded programming Remember: For monitoring purposes, evidence must be available that an individual both a) identifies as an English language learner, and b) tests as basic skills deficient (below college level) in one or more testing areas.

5 I-BEST Application process
SBCTC is currently reviewing all application and approval processes: We are convening a group with field membership; It is our hope in BEdA that I-BEST approvals can be combined or otherwise streamlined with other approval processes; We are exploring options outside of OGMS; It will continue to be important to document integrated learning outcomes, team teaching overlap, and student success/navigational strategies

6 I-BEST Database BEdA is seeking to update and have a consistent process for updating the I-BEST database located on the SBCTC I-BEST website. A yearly update prior to summer would be most appropriate, with updates made any time there are mid-year changes to programming; An with details will be sent out after RFA processes are complete.

7 I-BEST accountability reporting
BEdA is seeking to create a more consistent process and expectations for quarterly desk monitoring. This is agreed to as part of the I-BEST approval process; Reports are expected quarterly; An detailing the process will go out after the RFP process is complete.

8 Ability to benefit SBCTC continues to promote the adoption of Ability to Benefit in college campuses statewide. Ability to Benefit is a powerful federal funding option that includes funds for living expenses while students are enrolled in Title-IV eligible career pathway programming; Ability to Benefit is a fundamental strategy for equity and inclusion; I-BEST pathways meet federal requirements; BEdA is available for technical assistance and information.
