Basic knowledge of global forest policy as it relates to EURIS Understand how global forest policy has influenced European policy, as it relates to EURIS. Some understanding of national forest policy in a range of EU states, as it relates to EURIS. Some understanding of local forest policy in a range of EU states, as it relates to EURIS. 3 What is EURIS all about ? Europeans using roundwood innovatively & sustainably – all Europeans, not just in certain countries. Europeans using roundwood innovatively & sustainably – making use of wood, not stopping harvesting or management. Europeans using roundwood innovatively & sustainably – the natural properties of wood in its round form (or with minimal processing) are important. Europeans using roundwood innovatively & sustainably – EURIS wants to seek out new and exciting products and processes and engender innovation in foresters and wood users. Europeans using roundwood innovatively & sustainably – Sustainable Forest Management (SFM) is enshrined in forest policy and EURIS wants to protect and enhance the environment rather than damage it.

4 EURIS – Europeans Using Roundwood Innovatively & Sustainably Milestones in global forest policy United Nations Conference on the Human Environment in Stockholm (1972) United Nations Conference on Environment and Development (UNCED), in Rio de Janeiro (1992) … NON-LEGALLY BINDING AUTHORITATIVE STATEMENT OF PRINCIPLES FOR A GLOBAL CONSENSUS ON THE MANAGEMENT, CONSERVATION AND SUSTAINABLE DEVELOPMENT OF ALL TYPES OF FORESTS / Agenda 21 / 27 Forest Principles United Nations Commission on Sustainable Development (1995)established the Intergovernmental Panel on Forests and its successor, the Intergovernmental Forum on Forests to take forward a range of global forest concept of national forest programmes (NFPs)(1997) UN Forum on Forests (UNFF) (2000). UN Convention on Biological Diversity (2002). Expert Group on Finance and Transfer of Environmentally Sound Technologies to advise UNFF (2003).

European Union Forestry Strategy Resolution in 1994 Placing emphasis on Member States to formulate their own policies(1994-1995) framework of co-operation with Central and Eastern Europe (1996) Natura 2000, SPA, SAC designations SAPARD measures launched in Bulgaria (2001)

6 EURIS – Europeans Using Roundwood Innovatively & Sustainably National Forest Policy – some (EURIS- relevant) examples… Finland – the NFP will increase the employment in forestry and forest industry by 10 000-15 000 per year Portugal - respect for the traditional rights of populations in the management of rural land. England-Timber from UKWAS certified woods to carry the Forest Stewardship Councils internationally recognised label of sustainability. Ireland – National Forest Standard -Criterion 3:Maintenance and encouragement of productive functions of forests The Netherlands- The Netherlands sees timber as a sustainable and renewable resource (Nature for People, People for Nature (2000)) Slovakia - State policy has tried to strictly control export of roundwood, with a preference to local value-adding.

7 EURIS – Europeans Using Roundwood Innovatively & Sustainably Other policies at National, Regional and Local level, are relevant to EURIS Ireland - National coastal erosion committee 1992 – Coastal Zone Management Plan & ECOPRO guidelines 1996 – Environmentally Friendly Coastal Protection – appropriate soft engineering solutions England – Forest Futures, A new package of business support and grants for woodland and wood using businesses.
