22. Politburo
Leading decision making body of Communist Party. Made all key decisions. Set up in Met daily and had between 7 and 9 members chosen by central committee.

23. Central Committee of the Communist Party (CCCP)
Ran party affairs when congress was not sitting members. Had been main body of party until 1919.

24. Congress
Included representatives from city and regional party organisations and its’ purpose was to debate and vote on main policies. Although after few decisions of central committee were questioned.
