The best system is seamless, responsive and coordinated Services are quality, culturally-relevant, non- traditional and traditional, co-located, trauma- informed & preventive Children are safe and live in permanent & stabile homes supported by a competent, confident & effective workforce Families’ voices are heard & included are the driving force of the process All children thriving in their communities, in a loving family that is well-resourced and supported through a collaborative effort by agencies and community partners There is a permanent RF home available for any youth who needs one coupled with: Therapeutic care; Proper assessment of needs in all life domains All children live with a committed, permanent and nurturing family Individualized and coordinated services and supports Focus on permanent family and preparation for successful adulthood When needed, congregate care is a short-term, high quality, intensive intervention that is just one part of a continuum of care available for children, youth and young adults

CCR Guiding Principles The child, youth and family’s experience is valued in: Assessment Service planning Placement decisions Children shouldn’t change placements to get services Cross system and cross-agency collaboration to improve access to services and outcomes Recognizing the differences in the probation system and among other groups of youth Our Guiding Principles

5 Defining our Regional Approach
Definition #1: An agreed upon and unified rate system that all counties in our region are utilizing Clear communication about service providers and CBOs in the region (agreeing to use/not use as needed) Collaborating re: the youth and families in the region and sharing resources and information. Definition #2: A unified (CW, MH, PR) inter-county protocol agreement that outlines the responsibilities of each county when a child is placed out of the host county’s jurisdiction. Targeted development of regional service providers for CSEC youth and STRTP (high end youth). Bay Area Resource Family outreach and recruitment strategies/events Bay Area network or clearinghouse of Resource Family pre service training options Development of Bay Area performance based contracting parameters
