Stefan Jensen I 30 November 2016 I INSPIRE MIG-P INSPIRE monitoring 2016 Report on Member State progress in implementing the Directive

2 INSPIRE monitoring decision
Commission Decision 2009/442/EC Yearly monitoring List of datasets falling under INSPIRE and related services Indicators about (non exclusive list): Metadata (existence, conformity, accessibility) Conformity of spatial datasets and services Accessibility of datasets through services

3 Process till 2015 ? Reporting tools - INSPIRE Dashboard Member State
Providing XML files EIONET Reportnet Reporting to Member State

4 (automated monitoring)
Reporting tools - INSPIRE Dashboard 2 alternative processes now Dashboard #1 (for view) EIONET Reportnet Creates XML file used for reporting Dashboard #2 (automated monitoring) XML files used for EIONET Reportnet Reporting to harvests Member State Member State

5 Reporting tools - INSPIRE Dashboard
Automated monitoring (Dashboard #2) Generate an XML monitoring file automatically out of national catalogues Review the indicators automatically calculated and possibly proceed to updates in the catalogue (in which case, rerun 1) Load and edit the XML file into the web form application. Save the modified XML file Upload the XML file to Reportnet

6 Two INSPIRE-Dashboards:
Reporting tools - Development in Member States Two INSPIRE-Dashboards: XML files are manually uploaded Visualization Access constraint (EIONET account) Harvesting of national CSW and calculation of INSPIRE monitoring (XML)

Performance indicators EEA Management Board, in its recommendations regarding the COWI report on the evaluation of the EEA, March 2013, agreed, together with EEA management (e.g.) to regarding effectiveness: improve the already well-functioning dialogue with key stakeholders; further strengthening the relationship with Eionet. to maintain the necessary high quality of its outputs; regarding efficiency: to further improve the current procedures in order to strengthen the strategic governance functions of the Management Board and its Bureau; to simplify the structure, specify objectives and performance indicators and add more information on resource allocations to priorities in the strategy and the Annual Management Plans in order to increase transparency and the accountability of the Agency; to continue the joint work with the Scientific Committee on the use of the Scientific Committee with a view to establishing a clear framework for cooperation, in order to ensure enhanced value added to the work of the EEA;

18 Summary Metadata - very good progress regarding availability, conformity and accessibility through services Availability of spatial data through different service types (access to data as is) – slowly improving by complexity of service type Conformity of spatial datasets (access to interoperable data) - still at the lower end of implementation Amount of resources - growing Type of resources – large imbalances across Annex themes On behalf of the EC&EEA INSPIRE team
