3 Personal Action Plans Within a month of first registration, job seekers are profiled by employment advisors, and a personal action plan is jointly drawn up. The profile includes in-depth information about the client’s: Occupational preferences, Qualifications, Training needs, Skills assessment, Employment needs and Any obstacles in securing employment. This ensures better matching with suitable job vacancies. Follow-ups to the Personal Action Plans are held During such follow-ups each client is requested to produce a job leads diary indicating the vacancies he/she has applied for and discuss any difficulties he/she is facing in his/her job search.

4 Newsletter The Youth Section advisors issue a youth newsletter twice a year focusing on career guidance and information related to job-seeking and employment. Main target groups for this newsletter are : Secondary and post-secondary students and Young job seekers Youth organisations and other stakeholders

5 Occupation-based information sessions
A number of occupations are selected each year according to labour market trends. Information sessions are held covering: The different types of jobs available An explanation of what different jobs really involve What types of qualifications and training are needed to be employed in these particular jobs Subsequently, two types of visits are carried out: Workplace visit Visit to a training institution

6 Work Trial Scheme Eligibility for youth jobseekers:
The objectives of the WTS are two-fold – the participant obtains work experience while employers provide work exposure to participants and can determine whether they are suitable persons for employment. Eligibility for youth jobseekers: Jobseekers aged who never worked Those with previous work experience not in line with their respective job preference Graduates that never worked in their fields of studies Inactive persons Recently made redundant persons Duration 12 weeks on the job exposure 4 hours daily (allowance of half the NMW for the period)

7 Employment Aid Programme
This programme facilitates the integration of disadvantaged groups and disabled persons in the labour market Through this ESF-funded programme employers receive a subsidy equivalent to 50% of the basic salary and employer’s share of national insurance contributions Duration of subsidy is one year or three years in the case of persons with disability.

8 Employment Aid Programme Eligibility
Persons under 25 and are within two years of completing full time education and who have not previously obtained their first regular paid job. Youth who have been absent both from work or from education in the last two years. Any person living as a single adult looking after dependants Persons who have attained upper secondary level of education, who have been made redundant in the last 6 month or have been served with a redundancy notice from employment. Any young person who has been unemployed for more than six months in the previous eight months. Any person who is a registered disabled person.

9 Youth Employment Programme
Targeted at young people between the age of who are: Inactive youth Registered unemployed group Youth job seekers School leavers not pursuing post-secondary education Youth in employment seeking further training. Disabled youth

10 Outreach Service identify support befriend
Youth workers liaise with Youth organisations to carry out outreach exercises to: identify support befriend 2. Develop and lead programmes of informal learning which might include art-based activities, environmental projects, sporting activities, etc. 3. Outreach to parents, of youth who need support, informing them about the programme. inactive young people especially those alienated and at risk individuals to encourage social inclusion.

11 Career guidance Assists young job seekers to:
Explore, reveal and set their goals and ambitions Understand their own identity Make informed choices in career decisions Encourage them to take an active part in the development and management of their training, education and employment pathways. Address the school to work transition Seek referral to the psychological and /or counseling services

12 Psychological Services
Deals with particular personal and contextual situations hindering youth from entering the labour market, such as: Mental health problems Physical and intellectual disabilities Mobility or sensory impairments Addiction Homelessness Illiteracy With the objective of assisting them to change, improve, understand or better manage their situation.

13 Youth Employment Outreach TV Programme
Two TV programmes, comprised of twelve episodes, will be broadcast in 2011 Programmes will : give information give advice tackle topics according to labour market needs This is achieved through : tips - discussions role plays - interviews clips

15 Apprenticeship Schemes
Schemes are based on the dual system of vocational training Comprising Practical on-the-job training in industry and off the job theoretical tuition at a recognised vocational training institution – MCAST and ITS Apprenticeships available Craft/ tradesman level (MQC levels 3 to 4) and Technician level (MQC levels 4 to 5) Circa 692 apprentices (women 101 and 591 men) placed with 354 employers (92% in the private sector).

16 ESF-funded Employability Programme
Consists of the provision of initial and continued vocational training Is ETC’s main instrument to contribute towards the skilling of the workforce – jobseekers and those already in employment and willing to upgrade their skills Target is to train circa 30,000 persons in project’s three year lifetime

17 Basic Skills Literacy, numeracy and empowerment skills - providing a second chance to those who for some reason or another did not acquire these important skills 200 hour Basic skills programme leads to a level one ( and possibly level 2) qualification (MQF levels)

18 Work Orientation and re-Training Programmes
Are labour market demand led training programmes for job seekers and others in employment. Providing participants with knowledge and skills required for particular occupations. Training programmes are developed in consultation with employers and where practically possible recognition will be sought from the Malta Qualification council or other entities/institutions. Training in Basic and Advanced competence based Trade (technical) and Non-Trade (various Office Related and Care), Basic and Advanced IT, Hospitality, Business & Management Development and other.

19 Traineeships Based on dual system of occupational skill development training - on-the-job and off the job training in different occupations Demand led Competence-based training programmes developed by the ETC in consultation with employers and designed according to the needs of participants and lead to certification (some accredited by foreign institutions). Duration varies between 10 and 39 weeks, depending on the skills content of each programme. Target Group : new labour market entrants and unemployed clients

20 Training Subsidy Scheme
Promotes continuous training and development amongst self employed persons and individuals who are in full-time employment in micro enterprises (employing 10 or less). Financial Assistance a grant equivalent to 75% of the training costs. The training grant which will be capped at €1000 and will be reimbursed directly to the individual after successful completion of such training.
