1 Industry Brief Dr Phillip Belcher Marine Director INTERTANKO

2 Overview Industry representation Industry messages Convoys
Group Transits Non-piracy threats GBMP

3 Industry briefing Recognition that the risk from piracy has reduced
Obvious focus on Gulf of Guinea and SE Asia Some believe there is very reduced risk of piracy off Somalia Greater concern for terrorism, KnR & armed robbery But industry recognises that risk remains CPO Korea a very visible sign of that risk Continue to push full compliance with BMP4 including registration Vital to continue to receive regular threat assessment Open dialogue with all organisations Understand the consequences of BREXIT on staffing

4 Convoys – are they still worthwhile?
Reduced utilisation But still large number of ships using them A change would send the wrong message to industry and possibly governments If they were removed, then seen as a significant reduction in risk

5 Industry Dilemma - Conflicting advice against the Threats of Piracy in the Gulf of Aden and the Extension of Yemen Conflict into the Straits of Bab-Al-Mandeb Guidance to Industry for Piracy is to transit GoA during night time hours utilising the MSCHOA Group Transits, for vessels that do not have speeds greater than 18.5kts, and avoiding the highest piracy risk area within the IRTC (47E to 49E) at dusk or dawn. Separately, Guidance to Industry has been issued for potential collateral damage from missile strike in the Bab al-Mandeb (BaM) and to transit during daylight hours.

6 Theoretical? Problem for Industry:
BAM transit in daylight means altering speed to arrange timing Can lead to increased exposure in HRA Can also mean reduced speed in the HRA, counter to BMP4 Must avoid reduced speed within the HRA or at full speed in circles in the transit in the area between BaM and Point Alpha Not complying with current Group Transit timing may impact Industry and Government opinion on threat of piracy and provision of military support Solutions now available

7 Non-piracy Threats Galicia Spirit Yemen Military guidance
Collision risk in TSS Risk of proliferation of armed guards Risk of misidentification of coalition ships & miscalculation by PAST Risk of rerouting ships is real Must keep sea lanes open What is the risk? How do we protect?

8 Global BMP Drivers: BMP 4 needs refreshing
Common issues across the World Common guidance Single document for easy reference

9 Global BMP Outcome: Single document for ease of reference
Supersedes BMP4 and GoG guidance Complimentary to Asian regional guidance Focus is on the risk assessment Brings together the lessons learnt over years Generic advice with regional advice where required

10 Global BMP Next Steps: Ensure the scope of the document is correct
Ensure text acceptable to all global entities Ensure that the guidance will work Ensure no encouragement of reduction in vigilance Work with others producing regional guidance Should be completed following consultation in 2017 Gain IMO endorsement
