INTERNET RECHARTERING
Internet rechartering is not an accurate term. The process involves printing reports, getting approval signatures, and paying renewal fees.

Benefits Easy to use Increased accuracy because unit is using Scout NET data Saves time for unit and council If possible, show the part of the DVD called Benefits. Explain how easy it is to use. Explain that the system will store more data, because the person entering the information is the source of the data. Explain that data accuracy increases because: the person entering the information knows it better than anyone. the unit starts with Scout NET data and then updates it. no one has to decipher another person’s handwriting. you can make corrections to the data anytime before submitting. all the BSA rules and policies are enforced, decreasing the time a DE must spend correcting defects.

Preparation is Key Select One person to be renewal processor
Complete a unit membership inventory in order to register every youth participating in Scouts. Budget Unit’s Account to cover recharter fees Update Unit Management Software in preparation for recharter. Complete Recharter tutorial at Set Appointment with Executive Officer of your Chartering Organization for approving recharter(s). A “family” of units must have to have the same Executive Officer and Chartering Org Rep. Recycle older versions of the Adult Leader App. National Registration Fees for 2010 will go from $10 to $15.

The tutorial will allow you to walk through the system as if you are actually rechartering a unit. It is available from any step of the process. Each screen requests that you perform a specific action. You can jump past a screen by clicking on the tabs at the top and selecting the specific process you want to review. This will save you at least the amount of time it takes you to do it.

The Process Unit receives access code
Go to the council Web site and select Internet Rechartering Complete the rechartering process Print recharter applications Obtain necessary signatures Forward charter application, adult and youth applications, and fees to the council The unit receives an access code from the council (you might pass out the access codes at this meeting). Go to the council’s Web site, and click on the Tutorial link. You must use Microsoft Internet Explorer browser. You can access the Internet with AOL, but you must open Internet Explorer browser to view the Web page correctly. Log on with the unit’s access code and explain that the unit processor can continue using the access code until the charter is submitted. The system will populate the form with the current information from Scout NET. When the unit completes the process, it submits the file. This submittal process creates the charter renewal batch for the unit within PAS and places it on hold. Information is updated at the council. The unit prints the recharter papers and acquires the appropriate signatures. The signature gives national the authority to conduct background checks, for a youth to participate in the program, and for adult leaders to be approved. Forward the papers and money to the council office.

Everyone must agree to a confidentiality statement.

The first time you log on, you will complete the requested information including setting a password. Once this profile has been created, no one else can use the access code.

You receive your data from one of two sources. Unit-management software, such as TroopMaster, can provide a file that can be uploaded. Most units will choose to populate their data from Scout NET (Load Council Information).

On this screen, you decide who is returning and who is not. Those returning should have a check by their name. This is where you can “promote” members from the Pact to the Troop, Troop to Team, and Team to Crew. This is why you want to start with the youngest age group in the “family” of units. Kids get older not younger! Be sure to select youth that will later be “promoted” to an older age Unit. Don’t drop them!

Using the Promote Feature

Example: While working on Pack 1’s renewal select all the youth that to be renewed including the youth you are planning to “promote: to Troop 1 etc. The promote feature “pulls” youth from a younger age group unit for youth that are eligible age to join the type of unit you are working in. The system doesn’t “push” from younger program to older program. 3) Select Youth to “Promote”

The next step is to complete the needed information about the individual. Anytime there is a magnifying glass, you can make your selection from a list. New for 2010 recharter. To protect personal privacy data. Unit charter processors will not be able to enter SSN. They must submit Adult Applications for new adults for Council Registration to data enter SSN.

A roster of the selections is presented so you can then update information on any of the returning adults or youth. Again, you may remove individuals from the roster.

A listing of adults filling required positions is presented with a recap of the minimum and maximum requirements and the current status. If the current number of people for that position does not fall within the minimum and maximum levels, you will not be able to proceed any further.

Each individual is checked to ensure that he meets the requirements for registration. Warnings and errors may appear. Errors must be corrected, while warnings should be checked.

The Commissioners Unit Charter Renewal Status Report keeps the commissioner informed as to the status of each unit. This provides the commissioners the data to properly monitor and support the rechartering process. The Stage Status column shows the stage (or section) of the rechartering process that the unit is currently completing. If the stage is Submitted, the date that the information was submitted also appears.

A list of those individuals that have not renewed their registrations can be obtained using the UCRS Members Not Renewed Roster; use it for recruiting back into the program.
