1 Ecosystem-based Adaptation & South-South Cooperation Jian Liu, UNEP-IEMP September 2015

2 Outline of the presentation
Background UNEP-IEMP EbA South Project

3 South-South Cooperation
Background UNEP-IEMP EbA South Project “Cooperation between and among developing countries offers a path to balancing growth and equity, and we need to continue encouraging – and learn from – emerging partners in the global South to promote prosperity for all.” Ban Ki-moon South-South Cooperation (SSC) has become the expression of collaboration and partnership among countries from the South, interested in sharing, learning, and exploring their complementary strengths to go beyond their traditional role as aid recipients. TT-SSC, 2011 Two quotes on the slide underline the importance of SSC. SSC is recognized for its role in knowledge sharing and mutual learning. Developing countries are motivated to share experiences, engage in cooperative initiatives, participate and influence negotiations and decisions. All countries (regardless of size and development stage) can be part of these exchanges.

4 South-South Cooperation on Climate Change
Background UNEP-IEMP EbA South Project Niche SSC is a new dimension of international cooperation on climate change, complementing traditional NSC Future directions Knowledge sharing, capacity building and policy support, as well as catalyzing new financial flows. Focal area of priority: capacity building for readiness Mechanisms Platforms are needed for promotion and upscaling of SSCCC Integral part of post 2015 agreement under the UNFCCC

5 First UNEP-collaborating centre in and for the South
Background UNEP-IEMP EbA South Project UNEP’s first collaborating center in the South and for the South mobilizing science to support policy setting for sustainable ecosystem management in developing countries Chinese Academy of Sciences (CAS), Chinese Ecosystem Research Network (CERN) China is one of the world’s leading emerging economies CAS and CERN possess a wealth of experience, good practice, knowledge and technology in ecosystem management UNEP Leading environmental authority that sets the global environmental agenda

6 UNEP-IEMP: mission and vision
Background UNEP-IEMP EbA South Project To enhance the role of ecosystem management as a vital approach to working with nature for a world with a green economy and green development. To provide science, policy and capacity support to developing countries in order to integrate ecosystem management into their national policies to enhance delivery of ecosystem services for human well-being.

7 New flagship programme ECL
Core priority Second tier priority Supporting area Background UNEP-IEMP EbA South Project Ecosystem services Interdisciplinary programme that aims to assist developing countries to integrate ecosystem-based approaches into their national plans Ecosystem Livelihood Ecosystem-based adaptation and mitigation CC Impacts on society and economy Climate change

8 UNEP-China joint initiative on EbA and SSC
Background UNEP-IEMP EbA South Project Ecosystem-based Adaptation through South-South Cooperation Enhancing Capacity, Knowledge and Technology Support to Build Climate Resilience of Vulnerable Developing Countries Funded by GEF - SCCF Implemented by UNEP Executed by NDRC (China) through Chinese Academy of Sciences (CAS) UNEP-IEMP provides project management services Pilot countries: Mauritania, Nepal, Seychelles Duration: EbA South has been recognised as a ‘first mover’ in catalysing global and regional collaboration on EbA under GEF guidelines, in particular within the framework of South-South cooperation

9 Project objective Background UNEP-IEMP EbA South Project To build climate resilience in developing countries using ecosystem-based approaches to adaptation through capacity building, knowledge support and concrete, on-the-ground interventions Ecosystem-based Adaptation (EbA) an approach to work with nature to maximize ecosystem services for adaptation and build ecosystem resilience for human well-being widely recognized as a cost-effective adaptation option through South-South Cooperation developing countries are more dependent on ecosystem services and are particularly vulnerable to the impacts of climate change not only common challenges, but also common solutions for conservation and livelihoods

10 Project components Background UNEP-IEMP EbA South Project E-Discussion/Webinars programme in partership with EbA Community CAPACITY BUILDING Interregional coordination activities and thematic training workshops KNOWLEDGE SUPPORT Web platform for the sharing of EbA knowledge and good practice TECHONOLOGY TRANSFER Concrete, on-the-ground EbA interventions, implemented within a long term research framework

11 Cooperation with GAN Background UNEP-IEMP EbA South Project Partnership between EbA South & EbA Community is one of the 2015 intended actions of the Global Adaptation Network In the spirit of South-South cooperation, we aim to catalyse synergies with all GAN member networks in the South
