1 Connecting Michigan for Health: Behavioral Health Information Exchange
to Support Integrated Health Presented By: Jeff Chang CEO, PCE Systems

2 Quick Introduction PCE Systems Project Categories
Health IT Vendor with focus on public behavioral health MiHIN Trusted Data Sharing Organization (VQO) Behavioral Health Information Exchange Project Categories Consent-managed community care coordination Payer-provider data integration Implementation of MiHIN Use Cases Local integrated care and other health initiatives

3 What are we going to talk about today?

4 The Problem Data Integration is HARD
A lot of “marketing,” a lot less “doing” Over-focus on technology, lack of focus on processes Lack of integration between business / clinical needs and technological capability Lack of expertise Expensive (technology and business process) Many stakeholders with completely different priorities

5 Buying into the Hype Felt late to the game
The problem was just the consent Just implement the standards! Unrealistic view of how far we had come I thought my priorities was everyone else’s

6 Buying into the Hype Look behind the curtain
Find out what is actually being done Understand what is in production Understand the vision and direction Understand the priorities Adapt to where things are now Keep an eye on where they’re going

7 Letting Technology Drive the Bus
Two conflicting, but dangerous mentalities Shiny Object Syndrome Tool Obsession: Maslow’s Hammer Even worse when you combine them

8 Letting Technology Drive the Bus
Technology is the bus, it is not the driver Better yet, technology is any vehicle Do you need a bike, a car, a bus, or a jet?

9 Belaboring the analogy...
Every mode of transportation has its pros and cons Infrastructure and limitations How do you find good advice? Meet your exchange partners where they are

10 Assuming Aligned Interests
Lab Interface from a medical center Better care for the patient Increased profits from more labs being ordered Better workflows for the providers

11 Assuming Aligned Interests
Everyone, even within an agency, has different interests... Some of them are reasonable Some of them are not ALL of them need to be addressed Preparation and thought are key Be realistic: not everyone cares about the same things you do.

12 How to achieve progress?

13 Find a Champion Nothing will ever happen with out a champion / advocate This person needs... A clear understanding of what you’re doing and why To be able to bring people together and solve problems Clinical expertise Some technical expertise To be empowered to make a difference Passion (Note: this might need to be an interdisciplinary team)

14 Find the Right Partner Focus on the RIGHT partner
Shared passion Shared vision Aligned goals “What’s in it for me?

15 Engage Stakeholders Engage stakeholders on both sides...
Clinical Business / Financial Quality / Compliance Legal Technical Understand their unique needs and interests

16 Implement and Train Put the project into the workflows
