2 What is Civics? Definition: the study of the rights, duties, and responsibilities of citizens. Citizen: a person who lives in a city or town, is entitled to rights and privileges, and owes allegiance to the government right = something you are entitled to duty= something you must do or there’s a consequence responsibility= something that you should do, but you are not required to.

3 Keep Order: 1. Governments pass and enforce _laws____to prevent and settle conflicts. 2. _courts_______ determine whether people accused of crimes are guilty or not and how they should be punished. Provide Security : 1. Governments defend their communities from ____foreign___ attack 2. They set up ___military_________to watch and address problems. Provide Services: 1. Governments raise _taxes__ to create and manage libraries, schools, parks, hospitals, and recreation centers 2. Governments also build and repair roads, bridges, collect garbage, and deliver mail. Guiding the Community: 1. Governments create public policy- setting government actions to achieve community goals. 2. Creating a ___budget___ is a plan for collecting and spending money. Governments must be careful with taxpayer money. The Four Functions of Government government=the ruling authority for a community.
