What is a Service Center? This in an all inclusive term to describe an operating unit within the SOM that provides good and services for a fee based on a rate schedule, to recover no more than the cost of foods or services and to break-even over time. © 2005 University of Pennsylvania School of Medicine

4 Financial Impact to the Department
Radiology currently has six active service centers. Four of the six centers have human elements involved. One is for small animal only and one is computational imaging. Total annual budget for the six centers is roughly $6.0 million © 2005 University of Pennsylvania School of Medicine

6 Radiology Service Centers
The human based centers do much work within HUP facilities. Much of the equipment, while housed at HUP are owned by the university. HUP is an active partner in much of the facilities housed in their buildings and in some cases a customer. © 2005 University of Pennsylvania School of Medicine

7 When to use Service Centers
Service centers should be utilized for any sponsored program research done through the School of Medicine where the facility can be offered. When a service center is not able to meet the needs of the approved IRB, a family account(RBN) should be established for research. © 2005 University of Pennsylvania School of Medicine

8 Research Billing Accounts(Family Accounts) vs. Service Centers
Why are we asked to set up an RBN number when we will be using a service center then? Required for HUP scheduling purposes. Required by the School of Medicine to insure patients will not be double billed to the individual, their insurance carrier, Medicare/Medicaid. 9 Research Billing Accounts(Family Accounts) vs. Service Centers
This is not viewed as a menu of options Family accounts should be used when a service center is not able to meet the needs of the approved IRB. Site qualification surveys will be completed Phantom and qualification scans will be completed by certified personnel Imaging data will be provided on a CD/DVD or transferred electronically Bottom line: The services provide dedicated Radiology personnel to assist with the conduct and compliance of research protocols © 2005 University of Pennsylvania School of Medicine

12 Service Center On line Billing
Majority of the Service Centers have either been moved are in the process of being moved to online billing. The path bio resource system is where much of the billing will originate. Please make sure you keep your Department BA aware of any service center billing set up needed and changes in approved users to the irb protocol study. © 2005 University of Pennsylvania School of Medicine
