7 Role of the Mayor Illinois Municipal Code (65 ILCS 5/) & Local Municipal Code Duties & Powers of the Mayor Chief Executive of the City Presiding Officer at City Council Meetings Signatory on all bonds, warrants, leases, conveyances Commission Appointments City Priorities: Fiscal Stability, Public Safety, Infrastructure Investment & Community Vibrancy Council Liaisons Appointment of a City Manager MAYOR TO PRESENT – Chapter 30 - MAYOR AND CITY COUNCIL – Municipal Code Sec Duties and powers of Mayor. (A) The Mayor shall be chief executive of the City. (B) The Mayor shall vote as a member of Council, but shall have no veto power, as provided by statute. (C) The Mayor shall also sign all bonds, warrants, vouchers, leases and conveyances authorized by the Council; and shall also sign, on behalf of the City, all contracts, licenses, permits and other instruments unless the Council shall authorize some other official to sign such documents on the City's behalf. Illinois State Statute: 65 ILCS 5/5-3-7) (from Ch. 24, par )     Sec The council or board of trustees, as the case may be, shall appoint a municipal manager, who shall be the administrative head of the municipal government and who shall be responsible for the efficient administration of all departments. He shall be appointed without regard to his political beliefs and need not be a resident of the city or village when appointed. The manager shall be appointed for an indefinite term, and the conditions of the manager's employment may be set forth in an agreement. Elected at large every four years to represent and make decisions for the residents of Highland Park Focus on policy matters regarding community’s goals, major projects, and long-term considerations Engage the community to receive feedback regarding city projects and public events (share your day to day outreach, enews, social media, walk abouts)

8 Role of the Council 6 Council Members elected at large every four years to be the community’s decision makers through a majority vote Three main duties: 1. To appropriate funds for the operations of government. 2. Enact laws and ordinances. 3. To employ the services of a manager Approves the City budget and focuses on policy goals for the community

Prepare all notices & publications in advance of Council considerations & carry out approved policy directives Oversee the day to day operations of the City Responsible for personnel matters Provides complete & objective information, alternatives & recommendations Prepares the budget for Council consideration and manages fiscal matters The City Manager shall hire and discharge, subject to the provisions of civil service, position, classification, and compensation, other laws, ordinances, and regulations, all employees authorized by the City Council to be hired.
