4 INSTITUTIONAL FRAMEWORK FOR WASTE MANAGEMENT
 MINISTRY OF ENVIRONMENT AND WATER - main role in implementation of the national environmental policy, Other competent environmental authorities: 15 REGIONAL INSPECTORATES OF ENVIRONMENT AND WATER - specialized control bodies of the Ministry  ensure implementation and enforcement of the national environmental policy at regional level  EXECUTIVE ENVIRONMENTAL AGENCY (EEA) : carries out monitoring and analytical-laboratory activities collects and processes information on the state of the environment and issues information bulletins co-ordinates the activities of other institutions which collect and process environmental information issues IPPC permits in collaboration with the Ministry of Environment and Water prepares and issues annual reports on the state of the environment in Bulgaria

6 LEGAL BASIS Regulation on the requirements for marketing of electrical and electronic equipment and treatment and transportation of waste electrical and electronic equipment Adopted by a decree of the Council of Ministers on 30 March 2006 Decree № 82 of the Council of Ministers dated 10 April 2006 State gazette issue 36/2 May 2006

7 LEGAL BASIS  The Regulation has been adopted pursuant to article 24, paragraph 2 of the Waste Management Act /WMA/ (promulgated, Official Journal, issue 86/2003)  The requirements of Directive 2002/96/EC on the waste electrical and electronic equipment and Directive 2002/95/EC for restriction of use of certain dangerous substances in electrical and electronic equipment have been transposed into Bulgarian legislation by the provisions of the Regulation

8 GENERAL PROVISIONS OF THE REGULATION
The introduction of specific measures for management of waste electrical and electronic equipment (WEEE) Conditions and order for reduction of contamination, caused by waste electrical and electronic equipment  The Regulation has been developed in compliance with “producer’s responsibility principle” and “ polluter pays principle”

9 GENERAL PROVISIONS OF THE REGULATION
 The Regulation determines requirements for : ► placing on the market of electrical and electronic equipment (EEE) - RoHS ► separate collection, transportation, temporary storage, pre-treatment, recovery, incl. recycling and reuse and/or controlled disposal of waste electrical and electronic equipment (WEEE)  The scope of the Regulation doesn’t include electrical and electronic equipment , designed and used for the protection of the interests of the Republic of Bulgaria related to the national security as well as electrical and electronic equipment intended for specific military purposes incl. arms, munitions and war materials

10 OBJECTIVES OF THE REGULATION
reduction of use of certain hazardous substances in electrical and electronic equipment (ЕЕE) stipulation of marking requirements for ЕЕE carrying out the activities related to separate collection, transportation, temporary storage, pre-treatment, re-use, recovery or disposal of waste electrical and electronic equipment (WEEE) without posing any risk for the human health and the environment  submission of information to end users about their role in the WEEE separate collection process as well as the available schemes for separate collection

11  The prohibition doesn’t apply to :
REQUIREMENTS TOWARDS ELECTRICAL AND ELECTRONIC EQUIPMENT, PLACED ON THE MARKET, THAT CONTAINS CERTAIN HAZARDOUS SUBSTANCES Prohibition exists on placing on the Bulgarian market of ЕЕE, falling under category 1 (large household appliances), category 2 (small household appliances), category 3 (IT and telecommunications equipment), category 4 (consumer equipment), 5 (lighting equipment ) , category 6 (electrical and electronic tools), electrical and electronic toys,leisure and sport equipment and category 10 (automatic dispensers), containing lead, mercury, cadmium, six valent chromium, polybrominated biphenyls and polybrominated diphenyl ethers  The prohibition doesn’t apply to : use of lead, mercury, cadmium and six valent chromium according to Annex № 3 of the Regulation The spare parts, used for repairing of EEE, placed on the market before 1 July 2006 as well as for re-use of EEE, placed on the market before 1 July 2006

12 MARKING REQUIREMENTS TOWARDS ELECTRICAL AND ELECTRONIC EQUIPMENT , PLACED ON THE MARKET
Producers and importers of EEE shall mark the equipment with a crossed wheel bin symbol according to Annex №4 of the Regulation, indicating the date of production and placement on the market of EEE with a purpose of minimization discarding of WEEE in the unsorted municipal waste stream and facilitation of its separate collection Producers and importers, who place EEE on the market, shall identify themselves by printing on the appliance of a visible, legible and indelible marking, comprising the name of the physical or juridical person and his register number according BULSTAT or other suitable unique identification Producers and importers of ЕЕE, intended for use by private households, shall include in the users manual information in Bulgarian language on: WEEE separate collection requirements Available systems for taking back and separate collection of WEEE the role of end-users in the separate collection, re-use, recycling and other forms of WEEE recovery the possible harmful impact on the human health and the environment as a result of hazardous substances in EEE  the meaning of the crossed wheel bin symbol

13 REQUIREMENTS TOWARDS THE SEPARATE COLLECTION, TREATMENT AND DISPOSAL OF WASTE ELECTRICAL AND ELECTRONIC EQUIPMENT Producers and importers of electrical and electronic equipment shall be responsible for attainment of certain quantitative objectives for separate collection, recovery, incl. recycling and re-use of waste electrical and electronic equipment, pursuant to article 11, paragraph 1 of the Waste Management Act These objectives are stipulated in article 11, 12 and 15 of the Regulation

14 QUANTITATIVE OBJECTIVES FOR SEPARATE COLLECTION OF WASTE ELECTRICAL AND ELECTRONIC EQUIPMENT
Producers and importers of electrical and electronic equipment, intended for household use, shall provide for the separate collection of the waste electrical and electronic equipment, in quantity no less than 4 kg per inhabitant per year and it shall be done without any payment required from the end users  The separate collection objectives shall be attained by stages: By 31 December year collection rate of 0,4 кg per inhabitant per year WEEE shall be attained By 31 December year collection rate of 2,7 кg per inhabitant per year WEEE shall be attained By 31 December year collection rate of 4 кg per inhabitant per year WEEE shall be attained  The quantity of waste electrical and electronic equipment (in kilos), that each producer and importer of electrical and electronic equipment shall collect separately to fulfill his obligations in compliance with the stage attainment of the quantitative objectives, is in accordance to his market share in Bulgaria during the current year

15 QUANTITATIVE OBJECTIVES FOR SEPARATE COLLECTION OF WASTE ELECTRICAL AND ELECTRONIC EQUIPMENT
Producers and importers of electrical and electronic equipment, intended for non- household use (business to business) , shall provide for the separate collection of all the waste electrical and electronic equipment, generated during the current year in proportion to their market share as to take back without any payment required from the end users, the marked according to the requirements of the Regulation WEEE, generated by the products, placed by them on the market  Business to business end users of waste electrical and electronic equipment, that is not marked according to the requirements of the Regulation , are responsible for its separate collection, transportation, temporary storage, pre-treatment, recycling, recovery and disposal

16 PRESENT SITUATION OF SOLID WASTE MANAGEMENT IN BULGARIA
 Municipalities are responsible for collection and transportation of : municipal solid waste incl. hazardous household waste ► Organized municipal waste collection covered 80% of the population of the country ► municipal waste quantity collected and deposited on municipal landfills varies within the range between 498 and 518 kg per inhabitant per year  enterprises are responsible for collection and transportation of industrial waste, generated by them , incl. hazardous industrial waste

17 PRESENT SITUATION OF SOLID WASTE MANAGEMENT IN BULGARIA
 cement plants have IPPC permits and are licensed to treat some types of hazardous waste  Ferrous and non-ferrous metallurgy production plants can also treat certain types of industrial hazardous waste  Private landfills for hazardous waste – companies owned  Export of hazardous waste  Construction of a national hazardous waste treatment center - PRIORITY INVESTMENT PROJECTS
