3. The last MOA was in 1999.
Many storms and lots of development have changed the coast line of Region 4. Our pattern of response leaned more to the expertise of each agency. We looked to RRT III for the template for this new document.
The lines were complicated to follow in many more urbanized areas. The new lines are simplified to follow major roads and landmarks.
Most notably the line now goes all the way to Louisiana!

Definitions – Commercial Vessels; Those that are inspected by CG and not permanently moored. No recreational vessels
Marine Transportation Related Facilities; from vessel to first valve in secondary containment
Boundary Description – EPA has the Inland zone including “mystery Spills”
CG has Coastal Zone including “mystery Spills”

Mutual Assistance – EPA and CG assist each other with agency expertise, resources, responsibilities and authorities
Exceptions to the line – the Coast Guard will take the lead inland for Commercial vessels and MTR facilities. EPA will take the lead in the coastal zone on non marine transportation related incidents including railroad, pipelines and highway incidents. Also structures that store or use hazardous substances as defined by CERCLA. This is in keeping with hazardous waste management facilities as defined by the NCP.
Unified Command – If the OSC is operating in the others AOR, they must include the home OSC in the unified command
Drinking Water Issues – Homeland Security Presidential Directive HSPD 7 requires EPA to provide the OSC regardless of the location.
