Resolution to Adopt Cut Scores for Teacher Performance Assessment: edTPA Division of Talent and Performance August 3, 2016

2 Regulatory Background
The Department first presented the passing score for edTPA at the April 6, 2016 State Board meeting 2013 2014 2015 Regulations DOE proposed a Commissioner-approved teacher performance assessment (TPA) for CEAS or traditional-route teachers State Board adopted TPA for CEAS or traditional-route teachers State Board adopted equivalent policy for out of state and CE or alt-route teachers Procurement DOE conducted Request for Information (RFI) on all existing Performance Assessments, national and local provider created instruments DOE developed Request for Qualifications (RFQ) to approve a list of performance assessments DOE released RFQ, evaluated two submissions, both national vendors, and approved edTPA

3 How was edTPA developed?
edTPA Refresher edTPA is a performance assessment for teacher candidates that originated out of Stanford University What is edTPA? How was edTPA developed? edTPA is a performance-based, subject- specific assessment and support system used by teacher preparation programs The assessment features a common architecture focused on three tasks: planning, instruction, and assessment 27 content-specific assessment handbooks aligned to most NJ certification content areas Developed by faculty and staff at the Stanford Center for Assessment, Learning, & Equity (SCALE) Designed and field tested by 1,000 educators and institutes of higher education Based on more than 25 years of experience developing performance-based assessments, including the National Board for Professional Teaching Standards (NBPTS) Pearson joined as the operational partner to bring edTPA to scale Adopted by over 600 campuses across 40 states, while 13 states have edTPA in policy * Additional information can be found at 3

4 Stakeholder Engagement
The Department consulted with stakeholders to ensure the proposal addresses concerns. Outreach conducted: Meeting with university representatives (presidents and deans) Standing presentation to HR Directors & Operations Periodic presentation to Executive County Superintendents Presentation to Education Specialists Attendance and Presentation at Superintendent Roundtables Collaboration with NJEA/NJSEA Presentation to Community Colleges Education Faculty Presentation to Public University Presidents’ Council Presentation to Private College Chief Academic Officers Presentation to New Jersey Transfer counselors Six Regional P-12 Workshops Stanford Center for Teaching and Learning (SCALE) in collaboration with NAJCTE and edTPA has provided in-depth training for all preparation providers On-site introduction and deep dive Multiple large-group trainings Trainings will continue to be offered free-of-charge for the next several semester for all providers

5 Proposed edTPA Implementation
Based on stakeholder feedback, we are adjusting the rollout of edTPA tho provide additional time for low-stakes implementation edTPA Requirement Optional pilot Vouchers provided for 10% of candidates at each provider to take assessment free-of-charge Take not pass All candidates take assessment for licensure but do not need to meet a specific cut score Cut score, one standard deviation below nationally recommended cut score 37 for 15-rubric handbooks; 44 for 18-rubric handbooks, 32 for 13-rubric handbook Cut score set based on New Jersey standard setting The Department is committed to providing flexibility for candidates where appropriate and adjusting the implementation timeline as necessary based on the rollout.
