Opiate substance abuse Lack of rental housing that will pass inspection Lack of affordable housing Landlords wary of STEP coupons Security deposit funds for HCV vouchers Mental health services Public transportation Lack of low barrier shelter services Elderly/disabled housing Diversion programs Stabilization portion of funding is not a good fit for youth populations Lack of Wet Shelter services across the state Housing first funding Sex offender shelters

6 Housing First Concepts Matter
Housing focused case management works This does not mean other-types of case management are not necessary – but it does mean we do not fund services that are not housing focused and housing related. Successful Navigators are community builders and know their local landlords Successful Navigators check in with Landlords regularly and without prompting Successful Navigators help refer clients to other resources as needed

Program Outcomes Benchmark for Funding Housing Barrier Assessment, including VI SPDAT % of clients with shelter stays greater than 14 days assessed Change to: 90% of clients with shelter stays less than 30 days assessed Housing Stability Plans % of clients with assessment scores greater than 3 have plans 30 Day check-ins and follow-up beyond shelter 30 day check-ins for % of clients with Housing Stability Plans, including those in housing
