4 Our challenge Historically Gipuzkoa enjoyed a big stock of social capital in terms of collective action, civic engagement, and co-operative business development. Our social capital provided us with a competitive advantage and world-known success stories of collective action. Social change, civic disengagement, and emerging individualistic values are severely weakening our social capital The decline of social capital threatens our competitiveness and well-being.

5 Our response Gipuzkoa Aurrera Gizarte Balioak Gipuzkoa Sarean
In 2008 the main public and business organizations of Gipuzkoa set up Gipuzkoa Aurrera, a public-private partnership to share a strategic vision, foster strategic projects, and increase social cohesion. Gipuzkoa Aurrera is deeply committed to strengthening social values and implementing social capital building strategies. Gizarte Balioak Gipuzkoa Aurrera launched “Gipuzkoa: Social Values” initiative, with the aim of promoting human values in the social, economic and political spheres of Gipuzkoa and promoting collaboration among institutions, social agents and companies. Gipuzkoa Sarean Within this initiative, Gipuzkoa Aurrera launched in September 2009 Gipuzkoa Sarean (Networking Gipuzkoa), a specific research and intervention project to analyze and restore social capital and values linked to competitiveness.

Three kind of studies have been done: Social capital ascribed by public opinion to institutions, organizations and bodies of Gipuzkoa. Social capital showed by the press of Gipuzkoa. Social capital perceived by the agents: interviews and survey. .
