2 Consider the situation….
A ball is played into space by an attacker A1. Another attacker, A2, who was in an offside position when the ball was played moves to play the ball. Do you wait until the attacker A2 moving to the ball touches the ball before you flag them for offside? THINK ABOUT IT 3

3 “TOUCHING” the ball having been last played or touched by a teammate.

6 II. Interfering with an “opponent” means….
Offside: II. Interfering with an “opponent” means…. Blocking the movement or vision of an opponent … OR … Making a movement which distracts or deceives an opponent 7

7 Offside: “Interfering with Play” requires actual contact with the ball. HOWEVER….“Touching the ball” is not required for calling offside if the attacker is “Interfering with an Opponent” by making a movement or gesture which, in the opinion of the referee, deceives or distracts that opponent. Be careful here – as per the position paper of April 07 – “An Offside Issue – Is Touching the Ball a Requirement? “ the position paper states “Interfering with Play “requires either touching the ball or making a credible move to play the ball. Other position papers have clarified what is meant by the phrase .. “Making a credible move to play the ball” … means the referee (or AR) must wait until they are absolutely sure the attacker making this credible move to play the ball will play the ball. The call can be made before a touch on the ball only if the referee is absolutely sure the attacker will touch the ball. 8

Do not signal for offside for “Gaining” an Advantage unless you see: a touch on the ball … OR … clear interference with an opponent (directly blocking the movement of an opponent) 13
