The Scabbard is the Operations Center (NAMB/DOC) The handle is Incident Command The tip is the farthest unit out on the front line, fully committed in the battle

8 Communications needs to flow from the scabbard all the way to the tip and back with total reliability, all the time, under any circumstances, in any location.
