3. R2 Business Case - Scope Financial Assessment
UK Link Future Release 2 proposed scope was agreed by the ChMC on 11/10/17 following a vote and the accompanying Change Proposal was provided to support the scope.
Following the ChMC following receipt of external costs for individual CR delivery, Xoserve have conducted a business benefit review to understand the Value for Money against the spend for each CR. This review has identified 8 CRs do not have a case for change to spend change budget funding – See below table for breakdown.
Assessment has identified manual workarounds are not as onerous as 1st predicted

4. R2 Business Scope – Approval of New Scope
Following on from the individual CR business benefit review, 8 CRs are identified as not having a clear business case, Xoserve are recommending that only these 14 CRs should continue within the project delivery scope of UKL FR2.
Option 1 – Continue with the scope of R2 for all 22 CRs
Option 2 – Continue R2 with a scope of just the 14 CRs that have a business benefit/case for change
Option 3* - Continue R2 with a scope of just the 14 CRs that have a business benefit/case for change and review potential scope for inclusion within R2 through the Detailed Design phase of the project (the review of scope will be against the ChMC prioritisation of the Change Demand Backlog and any new CRs received in the Change Process)
* Changes under review for inclusion in R2 include UKLP281 – Cadent Billing and UKLP 109 – Replacement of a sequence of Meter Readings 3
