State Fleet Management (SFM) Centralized management of the state’s motor vehicle fleet. Interagency Mail Services Overnight mail and parcel delivery to more than 650 agencies and locations across the state. Surplus Property Office Centralized disposal and reutilization of state and federal surplus property and equipment.

3 SFM Organizational Structure
Compliance and Analysis Team - Manages the regulatory, reporting, financial services, and administration of contracts such as the State Fuel System and the Equipment Information Management System. This includes the approval to purchase or dispose of all state owned vehicles, tracking the approximately 20,000 vehicle assets owned by the state and issuing vehicle tags and registrations. Operations Team - Manages the long-term leasing of approximately 3,000 SFM owned (Lease Fleet) vehicles to state and local government agencies within South Carolina.  This team also coordinates accident resolution for all Lease Fleet vehicles. Maintenance Team - Manages all aspects of motor vehicle maintenance through the Commercial Vendor Repair Program (CVRP) and provides an Emergency Service Program for after-hours breakdowns.  The Maintenance Team also has responsibility for annually certifying all state owned maintenance shops. Fleet Safety Team - Manages the Fleet Safety Program, including tracking driver training, investigating reports of misuse of vehicles, and compiling and reporting accident data information. 

4 Commercial Vendor Repair Program (CVRP)
Pricing Up to 55% savings compared to retail pricing. Bidding not required on most services. Simplified Accounting One monthly invoice from SFM for entire fleet. Emergency Service Program (ESP) 24 hour emergency breakdown service.

5 Statewide Fuel System Program
Convenience Access to over 6,000 retail fueling sites and approximately 100 state owned facilities across the state. Pricing Contracted rate for fuel based off daily wholesale pricing. Federal excise taxes are excluded so there is no need to file for reimbursement. Simplicity Single monthly invoice, quick ordering of fuels cards, and online account access to manage your fleet’s fuel usage. No Hidden Costs Only billed for the fuel you use.
