1 Nuts & Bolts 2015/16 PAS…. Learning Targets: Administrators will be able to: Understand and Articulate the First Observation Cycle Review and Approve Student Achievement Goals Use AHEP to complete PAS requirements GWEN Welcome

2 Q-Comp/PAS - The Basics
Performance Pay Site Goal - $210 Student Achievement Goal - $210 Observation Incentive - $1728 To get the $1728, you must: Have 3 full class observations with a Pre- and Post-Conference Meet the Q-Comp standard on Observation/Evaluation #3 TODD

3 What should I be doing now?
Building Head Principal: Assign all your probationary and High Cycle teachers to PAS administrators Meet with these teachers to review the process, the rubrics, and your expectations. Sign off on Forms A and A2 as teachers complete them. Set up a Pre Conference, Observation, and Post Conference with those teachers on your caseload as required by State Statute 122A.33 Subd. 8 SARAH

4 AHEP Refresher Manage Staff – all staff assigned to the principal
Staff Workflow – staff assigned to you for PAS My Workflow – my personal PAS TODD AHEP site on second screen

5 Student Achievement Goal Due: October 30
Focus on first 3 areas: Determining Needs, Creating Goals, Action Plan. Have teachers self assess (first 3 areas only). Use the rubric to guide your discussion (handout). AHEP Tasks Form A: Accept Goal (not Sign Off) TODD HAND OUT…

6 Frequently Asked Questions about the Student Achievement Goal…
Individual or CT/PLC? Who helps the teacher write the goal? (Goal Assistant on website) What is a “tiered goal?” How do I determine if a focus is “critical?” What about scoring? When do we do it? Where do we do it? Is there a bank of model student achievement goals? TODD Question One: Could be either Two: Peer Evaluators can be a resource for both probationary and high cycle teachers, Instructional Coaches, etc… Three: Tiered: refer to sheet, watch sped issue, not required to be distinguished but is highly encouraged Four: Critical – listen to the teacher, rater calibration, does not need to be tied to math Five: Scoring – done at the end of the year, Form K on AHEP

7 Observation One: Probationary Teacher Observation Reports
Due October 31st Continuing Contract Teacher Observation Reports Due November 15th GWEN Deadlines are important for appeals process

8 The Pre-conference AHEP Tasks: The Discussion: Review Form B
Sign off on Form B The Discussion: Identify the Component/Look For document that will be used “What evidence will I see?” GWEN Reminder that most teachers will use the five components within the Instructional Domain. Exceptions to this include, SpEd, Counselors, Social Workers, TOSAs (AHEP workflow on second screen)

9 The Observation Collect Data during your observation
Formally for Instructional Domain – scripting, video, pictures, etc. Informally – for other domains Prepare Data for the Post Conference AHEP Tasks: Complete draft Form D with evidence GWEN Remember that you can (and should) collect data both formally and informally, no need to document all evidence except for Instructional Domain. Multiple observations are fine…

10 Post Observation Conference
Review Data Evidence for each Component Communicating Clearly and Accurately Using Questioning and Discussion Techniques Engaging Students in Learning Using Feedback and Assessment Demonstrating Flexibility and Responsiveness AHEP Tasks: Review and Sign off on Form C Complete and Sign off on Form D GWEN

11 Observation Standards
P1 - basic in at least 3 of 5 Components of Domain 3 P2 - proficient in 2 of 5 P3 - proficient in 3 of 5 Continuing Contract - proficient in 3 of 5 Observation 3: P1 - basic in all 5 P2 - proficient in 3 of 5 P3 - proficient in 4 of 5 Continuing Contract - proficient in 5 of 5 Observation 2 is formative GWEN * Components demonstrated in Observation 1 Count towards Observation 3

12 What if a teacher doesn’t meet the standard?
You should: Provide her with support in the area(s) where she missed the standard, and Give her the opportunity to repeat the observation at least once. GWEN/TODD

13 The third observation can be done before the second observation.
Observation Order The third observation can be done before the second observation. If a staff member is interested in this option, please discuss it with the Evaluator. GWEN/TODD Peer of Choice Observation 3

14 Appeals Process As stated in the QComp Plan:
The QComp Steering Committee will review all appeals. All appeals will be submitted in writing to the QComp Administrator, including specific concerns and rationale describing the discrepancy. Appeals may occur after Observation/Evaluation #1 and after Observation/Evaluation #3. GWEN/TODD The Steering Committee is currently in the process of more clearly defining the appeals process, with more information to be coming. We want to avoid appeals so it is very important that everyone understands and follows the observation process.

15 Appeals Process The Steering Committee may decide to:
uphold the Decision of the Evaluator. reverse the Decision of the Evaluator. require a redo of the observation. GWEN/TODD

16 Tips to Avoid Appeals If a teacher doesn’t pass an observation, be sure to: Clearly document evidence for areas missed in AHEP In the post conference, communicate to the teacher that the observation did not meet the standard Document that all steps of the process have been followed GWEN

17 Have we met our learning targets?
Learning Targets: Administrators will be able to: Understand and Articulate the First Observation Cycle Review and Approve Student Achievement Goals Use AHEP to complete PAS requirements What other questions do you have for us? GWEN
