Basic features
University of East Sarajevo consists of seventeen faculties on six locations, as follows:
East Sarajevo (4),
Pale (4),
Foča (2),
North-East part of RS (4),
Middle part of RS (1),
South-East part of RS (2).

Most faculties have started with the reformed curricula since the beginning of 2004/2005 academic year.
At that moment there was no legal frame for a complete implementation of the Bologna Declaration.
That is why all curricula were made in “Year for the Year” manner.

In October 2005, the “Law on Amendments and Supplements of the Law of University” was adopted in the Republic of Srpska.
In this Frame Law the position of University and of faculties is changed and essential grounds for implementation of Bologna Process in transformed Curricula are established.

Activities within University are considerably increased and they are being implemented in an organized manner.
In July, 2006, the new Law on Higher Education was adopted in Republic of Srpska.
The principles of the Bologna Declaration are incorporated in the new Law.

Deadlines for the implementation of Law and enactment of suitable sub-acts were short and the activity at the University and its faculties was quite considerably increased.
There were many difficulties in the implementation procedure of the Law mentioned above.

Many lacks and unclearnesses were noticed, and because of that, in March 2007 there were issued the amendments and supplements of the named Law on Higher Education.
The deadline for the implementation of all the regulations of the Law is October 1, 2007, i. e. the beginning of the next academic year.

The Government of RS, and the Ministry of Education and Culture of RS gave a big importance to the forthcoming important changes in the field of Higher education.

The new Law of Higher Education for Bosnia and Herzegovina has finally been adopted, and all necessary legal postulates for the reform of the higher education and the implementation of Bologna Process are created.

It consists of nine members:
Management of University,
Experts for Quality Assurance,
Credit System and Education,
Members of the Students’ Organization.
Deans and vice-deans of all faculties are members of the wider structure.

Office for Quality Assurance was established at the University.
Quality Assurance team is formed within every faculty, and majority of faculties have their accountable coordinators for Credit System (generally it is one of vice-deans).

Regular education of employees who are in charge of Quality Assurance or Credit System started throughout the series of thematic lectures, and also for deans and vice-deans of Faculties.
Experts of University team were involved in faculty teams if necessary.

Operating assignments considered urgent were:
Methodology of introducing Quality Assurance (observation of existing situation, giving instructions and recommendations for future work, forming the criteria and preparation for self-evaluation...).

Preparation and development of Information Packages (in electronic form) to be activated in 2007/2008 academic year.
Preparations for completing the Diploma Supplement (special group for completing the Diploma Supplement within standards of Republic of Srpska is formed according the Law).

Necessary preparations for surpassing to Integrated University which had to be finished by the beginning of the next academic year, October 1,2007, and what is in final stages at the moment.

Activities since March 2007.
A number of consulting about the reform of higher education, application of the Law, and a complete transfer to the Bologna Process is organized by the Ministry of Education and Culture of RS.

The private faculties and universities were also included. A great number of them appeared during the last two years. Such an including was done because earlier Laws enabled them to get the working license relatively easy.

The Government of RS brought the Regulation on the Procedure of Detecting the Fulfillment of Conditions.

According to an urgent procedure, the Universities had to transfer to new way of organization, an integrated university that consists of organizational units - Faculties that satisfied the requirements prescribed by the named Regulation, i.e. got the license.

In the academic year 2007/2008 the students enrolled at the first year of studying study according to the Law on Higher Education of RS and the Law on Higher Education of B&H.
The studying is divided into three cycles. Undergraduate studies - the first cycle - lasts 4 years credit points - at most of the faculties.

The credit system is introduced, but not according to a unique methodology. Some faculties use the criterion of total number of lessons per week in creating it, while other base it on an estimated student workload for particular subject.

Conclusion:
By now, the implementation of the Bologna Process at the University of East Sarajevo has been executed in an unequal degree at particular faculties.

By enactment of the adequate laws and by formation of an integrated university, the conditions for an equalized implementation of the Bologna Process at all the faculties, starting from the academic year 2007/2008, have been acquired. It is necessary to create adequate accompanying documents.

All the rules that have to be created equally for both Universities have not been created.
There is a big misunderstanding between the Ministry of Education and Culture and the University regarding the financing.
