6 The real priorities Confidence in delivering concrete progress towards the single market Deadlines must be realistic and achievable – and they must be met! Solutions should endure for a reasonable time, and not be subject to constant change Deliverables must meet the spirit of the objectives, not just the letter of the requests. Must establish how to gain commitment of parties to realistic objectives. A project management structure should be implemented to help planning and scheduling, and provide clarity on resource requirements. A signoff process for requirements and deliverables must be established. You can get much further with a kind word and a gun than you can with a kind word alone. Al Capone

7 If we don’t succeed, we run the risk of failure.
Conclusion Access to firm (-ish) capacity is the primary priority for shippers. Deliverables on transparency, product definition and convergence, interruptible services, tradability and bundling, capacity release, open season coordination are all designed to improve access to capacity and utilisation of capacity. TSOs must have an opportunity to share in upside of improved capacity utilisation. Improved access to capacity will help achieve other objectives such as increased hub liquidity, but is not the only requirement. If we don’t succeed, we run the risk of failure. Dan Quayle
