3 The Big Picture WHAT WE WANT TO KNOW:
Overall quality and effectiveness of PAT and HIPPY in Colorado Are children (birth-K) exhibiting age-appropriate development? Are children (ages 3-K) exhibiting school readiness skills (and showing growth throughout their time in the program)? Are parents/caregivers reporting an increase in confidence, knowledge and engagement? Age appropriate (physical, social emotional) Knowledge of child development and healthy parenting practices STRONGER FAMILIES, TODAY & TOMORROW

9 Why the PICCOLO? Brief: requires only a 10 minute observation and 1-2 minutes to score Inexpensive: Starter kit with User Guide and 25 observation forms is $55 Practical: helps guide program planning and measure specific outcomes we/funders are interested in Reliable: observers usually agree Valid: predicts good child outcomes Specific Outcomes – 29 behavior descriptions Piccolo was tested in 3 ethnic groups (European Americans, African Americans, Latino Americans). Observers of multiple ethnicities rated video observation. Is reliable and valid within each group. Reliable – observers rate PICCOLO items similarly. Valid – scores are correlated with similar measures. Scores predict children’s development. Predicts child outcomes Social-Emotional, Cognitive, Language Observation tool also being looked at on national level (PATN and HIPPY USA); sites across country are starting looking at implementation observation tool with program STRONGER FAMILIES, TODAY & TOMORROW

10 How does it fit into the Statewide Evaluation?
PICCOLO Pilot (MIECHV funded sites) Continuing use of Parent Survey (Pre/Post) and BSRA-3 Beginning July 1, 2017 – requiring use of PICCOLO with ALL families enrolled in PAT or HIPPY (with a child 10 months – 6 years) PAT within 90 days of enrollment or turning 10 months; subsequent assessments every six months HIPPY annually during week 15 and 28 STRONGER FAMILIES, TODAY & TOMORROW

24 Scoring PICCOLO is simple
Each item is rated with a value of 0 (absent), 1 (barely) or 2 (clearly) Sum the item scores to get 4 domain scores Sum the 4 domain scores to get a PICCOLO score Higher item and domain scores are strengths *See PICCOLO Users Guide for average domain score by age 0 – Absent – No behavior observed 1 – Barely – brief, minor, or emerging behavior 2 – Clearly – definite, strong, or frequent behavior STRONGER FAMILIES, TODAY & TOMORROW

25 PICCOLO Observations 10 minute observation
Live scoring while observing OR Video scoring (record and score later) Check with your agency to ensure you’re following protocol related to secure storage of videos/pictures and getting appropriate consent from parents Video scoring allows more conversation with the parent and allows both of you to review the interaction for coaching at a later time STRONGER FAMILIES, TODAY & TOMORROW
