3. Continuum of Care
CCR is designed out of an understanding that children who must live apart from their biological parents do best when they are cared for in a committed nurturing family homes.

4. RAIC Receiving, Assessment, and Intake Center (RAIC) Not a placement
Assessment is completed on child to determine if a child is in need of immediate medical or mental health treatment

Brief interview with child to identify potential relative/NREFM placements

5. Out-of-Home: ESH Emergency Satellite Home (ESH)
Immediate placement after RAIC
Generally short term placement until more permanent placement is found or approved

6. Out-of-Home: RFA Resource Family Approval (RFA)
Typically thought of as a foster home
County or Private Agency
An individual or couple that a county or agency determines to have successfully met the application and assessment criteria necessary for providing care for a child or non-minor dependent who is under the jurisdiction of the court
RFA Application, Criminal Records, CACI, Proof of ID, DMV, Physical, TB screening, Caregiver orientation, CPR/First Aid, 12 hrs DCFS training, Employment Verification, Ownership/rental docs., Docs of any prior/present placement history, 3 character references, Psychosocial Assessment (SW)

7. Out-of-Home: Relative
Examples: grandparents, aunt/uncle, adult sibling, cousin
Relatives now undergo the same training and held to the same standards as Resource Families (Foster Families)
Relative must start RFA process within 5 days of placement
All requirements must be completed within 90 days of placement
The law requires county agencies to give first priority to relatives and extended family members when looking for a home for a child in foster care. However, that can change depending on the status of the case, how long it has been since the child came into foster care, and the best interests of the child based on his or her individual needs. (
Kinship caregivers are now also called Resource families and under go the same training as foster parents (resource homes).

8. Out-of-Home: NREFM Non-Relative Extended Family Member (NREFM)
Any adult caregiver that has an established familial or mentoring relationship with the child or any adult caregiver who has an established familial relationship with a relative of the child
NREFM now undergo the same training and held to the same standards as Resource Families (Foster Families)
Child may be temporarily placed in NREFM while the placement is approved with RFA standards
Must start RHA within 5 days of placement.

9. Out-of-Home: Group Homes
House in a typical residential neighborhood
Typically, 6 or less residents
Can be all male, all female, or co-ed
Typically teens (12-18+)
Staffed 24 hours a day
Case Manager
Program Manager
Residential Counselors

10. Out-of-Home: Residential Treatment Facilities
Rebekah Children’s Services, Uplift Family Services, Chamberlain’s Children Center
Youth have greater needs than youth in group homes
More support services are available
24/7 care with highly trained staff
Non-public school
Therapy/psychiatrist

11. In-Home Placements Biological Parent Family Maintenance
Child may be placed with one or both parents
Can be placed immediately at Court intervention or after progress in case plan (6-18mo).
