Mission: To contribute to the nation’s research infrastructure base by developing long-term partnerships among industry, academe and government To leverage NSF funds with industry to support graduate students performing industrially relevant research Vision: To expand the innovation capacity of our nation’s competitive workforce through partnerships between industries and universities ENG, CISE, GEO ENG, CISE BIO ENG Cooperatively Defined and Shared, Sector Precompetitive Research Forensic FOOD 1980’s 1990’s 2000’s 2010’s BRAIN 40 years of fostering and growing long-term partnerships among industry and academe based on shared value 2

1972 Presidential Initiatives; e.g. Industrial Affiliates, Industrial R&D Incentive Program 1976 NSF Small Business Innovation Research Program (SBIR) established 1978 Industry/University Cooperative Research Centers program started; President’s domestic policy review of industrial innovation 1980 Stevenson-Wydler Innovation Act of 1980 Uniform Federal Patent Policy Act of 1980 Justice Department’s Anti Trust Guide 1985 National Cooperative Research Act of 1985 2006 IUCRC program has about 40 centers and over 100 universities 2016 IUCRC program has grown to about 70 centers and over 150 universities (heavy growth in CISE IUCRC portfolio)

IUCRC Clusters for Grand Challenges
Can we work across multiple industry sectors? IUCRC 1 Cross-center cluster IUCRC 2 …….. additional academic partners INDUSTRIAL COLLABORATORS Form a strategic team to tackle a cross-disciplinary, cross-sector portfolio of research projects that hold the potential to catalyze technology breakthroughs and advance national priorities The active participation of industry in the design and implementation of cluster research efforts is expected. Budget and Duration (1.5M for two years): $750k per year for each cluster with up to $150k per year per IUCRC Eligibility: IUCRCs meeting minimum membership requirements for three years in a row (and with one in kind only)

Potential precompetitive research topics that are of particular interest include but are not limited to: Advanced sensing, controls, and platforms for manufacturing Visualization, informatics & digital manufacturing Advanced materials manufacturing (AMM) IUCRC clusters addressing any precompetitive research areas identified among the science and technology priorities for the nation are welcome and will be fully considered.

Parties to Agreement, University and Center Annual membership fee structure Patent rights held by university, with royalty free, non-exclusive rights to center members Companies wishing to exercise rights to a royalty-free license pay for the costs of patent application If only one company seeks a license, that company may obtain an exclusive fee-bearing license March-in Rights Publication delay policy Industrial Advisory Board – one representative from each company per membership Indemnification clause(s) I love this, what next? After this meeting is over: Industry Reps Should have enough information to make a case to your company about participation in this Center If not, please provide feedback to Site Directors If need more information, please ask without hesitation Site Directors Address questions and suggestions provided at planning meeting Circulate information packets to industry Actively follow-up with industry members regarding commitments If commitments exceeding program requirements are met, then proceed to apply for full proposal Inform NSF Program Director about intent to apply

Innovation through Partnerships
Minimum Membership Requirements Single university center must have a minimum of $400,000 annually in membership fees with a minimum of eight full members. Sites in a multi-university center must have: Phase I: a minimum of $150,000 annually in membership fees AND a minimum of 3 distinct full members Phase 2: a minimum of $200,000 annually in membership fees AND a minimum of 4 distinct full members Phase 3: a minimum of $250,000 annually in membership fees AND a minimum of 5 distinct full members All minimum membership requirements must be met by in-cash memberships only (no in-kind cash equivalent can be applied toward minimum requirements). Increasing your base funding in Phase II and III
Who is eligible? Phase I and Phase II Sites exceeding minimum membership requirements (over a 5-year period). How much? Equivalent to half the total in-cash membership fees exceeding required minimum during the current Phase, not to exceed $250,000. For Internal Planning Purposes Only NSF

IUCRC Program New Solicitation NSF 17-516 - Highlights
Proposal Submission proposals for multi-institution IUCRCs are no longer submitted as collaborative proposals Each aspiring Site in a Center must submit a separate proposal clearly indicating how it augments the center as well as identifying the strengths of the team that qualifies it to become a Site of an IUCRC The start date of a Center is the original date of the first award associated with that Center and dictates the possible 15 years funding of the Center. Adding new Sites, and/or transferring the Center leadership to a newly established Site does not extend the life of a Center. New Site joins in the Phase of the existing Center and New Site awards are limited to the remaining duration of the Phase of the Center (for example, if the founding Sites/Center were (was) awarded three years prior to a new Site coming onboard, the new Site will receive funds for only the two years that remain in the duration of the Phase). Cost-sharing is no longer a requirement. Membership fees received by the Center are considered program income. At least 90% of the IUCRC program income must be used to support direct costs of the research, and up to 10% may be used to support indirect costs.
