4 Basic Procedures Why Use? To be recognized, simply raise your hand and wait to be called on. Once you are recognized, ALWAYS do the following: State your first and last name State your position/division number STEP 1: Be Recognized STEP 2: Make a Motion STEP 3: Get a Second Basic Procedures Where Can it Fail? 15 Postpone Indefinitely
Subsidiary Motions Use “Postpone Indefinitely” to set aside an issue forever. This will effectively kill the motion. Use “Postpone Definitely” to set aside an issue to a specific time. Use “Previous Question” to end debate on a motion. Use “Refer to Committee” to set aside an issue until a smaller group has a chance to consider the details and report back. Use “Lay on the Table” to put an issue for consideration aside until such a time as the board would like to revisit it. Why Use? 17 Unclassified Motions Use “Rescind” to change the previously approved actions of the board. This can be used until the action is irreversible. Use “Take from the Table” to once again discuss a motion previously placed on the table. Why Use? Basic Procedures Take from the Table Rescind Require a 2nd? YES Debate Allowed? NO Can you Interrupt? 18 Incidental Motions Use “Suspend the Orders of the Day” to allow for business to be considered that is not officially placed on the agenda. Use “Appeal from the Decision of the Chair” to appeal a ruling by the Chair on any issue (i.e. overturn the decision). Use “Point of Order” to call attention to a violation of parliamentary rules. Use “Withdraw a Motion” to remove it from consideration before it can be voted upon. This effectively kills the motion. Use “Point of Information” to request information or clarification about some issue being discussed. Why Use? Basic Procedures Point of Order Point of Info. 19 Privileged Motions Use “Question of Privilege” to request action regarding a question of rights. Use this to complain about heat, noise, etc. Use “Recess” to provide a short intermission. 20 Your First Decision Why Use? With several corrections that need to be made, we may change the board badge color for the Key Club year.
