September 2015 London Safer Lorry Scheme October 2015 Smoke free private vehicles National minimum wage rate increase Modern Slavery Act 2015 Taking a brief look at upcoming issues and legislation that will possibly effect our industry. I will be giving more of an overview here, there is a Key Transport Developments briefing note in the delegate pack that has more details Transport for London has announced that the London Safer Lorry Scheme will go live on 1st September this year, the scheme requires all vehicles in excess of 3.5 tonnes to be fitted with side guards and class V and VI mirrors, unless subject to an exemption The smoke free private vehicles regulations 2015 also come into force in October, applying to England and Wales it will be an offence to smoke in an enclosed vehicle with more than one occupant if one of the occupants is under the age of 18 From 1st October this year the national minimum wage will increase Something that might not appear to be obvious in October was the introduction of the Modern Slavery Act 2015, a major effect this will have is on companies with an annual turnover in excess of £36m. These companies will have to produce an annual slavery and human trafficking statement setting out what steps have been taken in the financial year to ensure that modern slavery is not taking place in their organisation or supply chain. . Businesses with a year-end of 31st March 2016 will need to publish a statement for their financial year, those businesses with an end of year prior to 31st March 2016 will need to publish the statement for the next financial year

April 2016 Enforcement of historic offences Introduction of compulsory National Living Wage Introduction of alcohol wholesaler registration scheme July 2016 Verification of container weights for UK shippers In April the Department for Transport is to introduce fixed penalty enforcement for historic offences where enforcement officers will be able to issue a fixed penalty for offences in the previous 28 days. This action will usually be taken where a significant infringement was detected A compulsory National living Wage is to be introduced in April 2016 for all working people over the age of 25, this will be set at £7.20 per hour Possibly not of interest to all here the alcohol wholesaler registration scheme requires all wholesalers of alcohol will need to register with HMRC, this has been postponed from October 2015 In 2014 the International Maritime Organisation adopted an amendment that required every packed export container to have a verified weight prior to be loaded on board a ship. This requirement will come into force form 1st July 2016

Also coming up Changes to MOT frequencies Scottish low emission strategy Proposals and actions from consultations on exemptions from O licensing and annual testing Next generation digital tachographs More updates and improvements from DVLA Also coming up, although no specific dates at the time of writing In the summer budget the chancellor announced a review of MOT frequencies with a view of changing the first MOT period form three years to four. The Department for Transport is expected to carry out further investigations before an announcement with dates and details is made During 2015 the Scottish parliament carried out a consultation for the Scottish Low emission strategy, this is expected to be introduced over the coming years Following two consultations from the Department for Transport in 2014 it is expected that proposals over the exemptions for operator licensing and annual testing for certain types of vehicles will be announced European regulation 165/2014 specifying the next generation of digital tachographs will be implemented over the next three years In line with current activity at DVLA there will also be more developments and updates to their systems throughout 2015 and 2016 and further into the future And that is the end of a very brief round up of the Transport Manager calendar for 2015 an there is more detail in the Key Transport Developments briefing note in the delegate pack and further information, as it happens, will be available via the regular FTA e-news s
