2 Developing NG9-1-1 PSAP System Standards
Michael Smith Rick Blackwell, ENP

3 What We’ll Cover What is the NG9-1-1 PSAP Standard?
What are the goals of the NG9-1-1 PSAP standard? How will an NG9-1-1 PSAP differ from today’s PSAP? What is the current status of the NG9-1-1 PSAP standard? How you can help to develop the standard

4 NGCS / PSAP Interfaces Call Handling and other supporting functionality (HELD, Additional Data, PSAP Call Control, etc.) Agency Locator Use of Queue, Element, and Service State Use of Discrepancy Reporting Mapping Database Logging Service and LogEvent Replicator Incident Data Exchange with outside entities

8 Functional Elements What is an FE? It does something, and it has interfaces Why we define FEs and not full systems Let’s focus on a few important PSAP FEs…

9 Call Handling Interface to Admin PBX
Must be able to transfer calls both ways How do you promote an Admin call to an Emergency Call? Let’s make a list…

10 What you do to promote a call to Emergency status:
Switch to Word

11 Agent States from STA-010 Name Description LoggedOut
Not currently logged in to the queue Break Not at the console and unavailable to take a call Waiting Not engaged Active On a call Hold On a call, have the call on hold Reserved Temporarily being alerted to receive a specific call, not ready to take another. Will transition to Active when call is answered.

12 Agent States Proposal Three types of state information: ACD state – availability for being offered a call; if unavailable, why Presence state – the agent’s basic presence status Telephony state – the agent’s telephony state

13 Discussion of Agent States:
Switch to Word

14 Radio over IP (RoIP) Need a standardized radio recording interface Need to support remote dispatch Basically, we need an RoIP gateway

15 RoIP Gateways There are many out there We’d need them to add the standard recording interface… …and the standard remote console interface

16 Recording Interface We use siprec to record everything else Why shouldn’t that be the RoIP recording interface? It supports metadata The recorder needs a way to register interest in resources And a way to query for capabilities

17 Remote Console Interface
Probably just for use in rare situations Would have to support a basic subset of Console functions Would the CSSI functions be enough? What is the status of “patch” support in CSSI?

18 What’s Next? A call to action Get involved at
