3 Common Understanding EU-wide
Regulation (EC) 715/2009 applicable as of 3 March 2011 To ensure consistent definition of the transparency obligations by TSOs, GTE+ has undertaken to define a common European approach by specifying the deliverable Additional transparency obligations TSOs – GRI project to ensure consisten implementation OG-Meeting 2009 TSO Transparency 29. September Oliver Altenhoff

4 Transparency Obligations
“The transmission system operator shall make public ex-ante and ex-post supply and demand information, based on nominations, forecasts and realised flows in and out of the system. The national regulatory authority shall ensure that all such information is made public. The level of detail of the information that is made public shall reflect the information available to the transmission system operator. The transmission system operator shall make public measures taken as well as costs incurred and revenue generated to balance the system. The market participants concerned shall provide the transmission system operator with the data referred to in this Article.” “Each LNG and storage system operator shall make public the amount of gas in each storage or LNG facility, or group of storage facilities if that corresponds to the way in which the access is offered to system users, inflows and outflows, and the available storage and LNG facility capacities, including for those facilities exempted from third-party access. That information shall also be communicated to the transmission system operator, which shall make it public on an aggregated level per system or subsystem defined by the relevant points. The information shall be updated at least daily.” * OG-Meeting 2009 TSO Transparency 29. September Oliver Altenhoff

5 European work in progress position explained later
GRI NW Operators Need to hear stakeholders and regulators reaction May want to go wider and faster Will await outcome of EU workshop tomorrow RCC view on information release Principles for information release: Information should be provided No harm to stakeholders No harm to TSOs Costs of service rewarded OG-Meeting 2009 TSO Transparency 29. September Oliver Altenhoff

6 Ex-ante Supply and Demand
D-1 nominations per system Aggregated for all entries (cross-border points, local production, LNG facilities, storage) Aggregated for the following exits: cross-border points, storage, LNG facilities where applicable Based on the input from the network users/suppliers: national demand OG-Meeting 2009 TSO Transparency 29. September Oliver Altenhoff

7 Ex-post Supply and Demand
D+1 allocations per system Aggregated for all entries (cross-border points, local production, LNG facilities, storage) Aggregated for all exits (cross-border points, storage, LNG facilities where applicable, national demand) OG-Meeting 2009 TSO Transparency 29. September Oliver Altenhoff

8 Balancing Info Measures to balance the system model (balancing period)
tolerances (types + range) info to users prior to and during the respective Gas-Day cash-out mechanism balancing mechanisms used by the TSO Incurred costs Generated revenues OG-Meeting 2009 TSO Transparency 29. September Oliver Altenhoff

9 Storage & LNG Info Outstanding questions
Daily aggregated amount of gas in storage facilities per (sub)system Daily aggregated amount of gas in LNG facilities per (sub)system Daily aggregated inflows and aggregated outflows in and from storage facilities per (sub)system Daily aggregated inflows and aggregated outflows in and from LNG facilities per (sub)system Daily available capacities at storage facilities aggregated per (sub)system Daily available capacities at LNG facilities aggregated per (sub)system Outstanding questions If a TSO only publishes the information on the GTE+ Transparency Platform only, will the TSO comply with the obligation? What should be the process for transferring the data? OG-Meeting 2009 TSO Transparency 29. September Oliver Altenhoff

10 Conclusions 3rd energy package has brought some more explicit transparency provisions but considerable room for interpretation still remains Transparency provisions primarily define what information should be published NOT always who the originator of the information is (e.g. forecasts), which is subject to a subsidiarity principle and needs to be decided at the national level GTE+ has attempted to define a common European approach to implementation to ensure consistency and comparability of information OG-Meeting 2009 TSO Transparency 29. September Oliver Altenhoff

11 Project plan for new project
Design Phase 2009 June 09 Dec. 09 Definitions on deliverables and responsibilities Agreement on EU level TSOs in the region ensure the communication to an EU-wide level Implementation Phase 2010 Jan. 10 Dec. 10 We would expect that the Regulators will coordinate this work as well on EU level. Responsibilities need to be clear . In line with implementation requirements of 3rd package TSO individual implementation plans Implementation report on stakeholder group meetings in 2010 OG-Meeting 2009 TSO Transparency 29. September Oliver Altenhoff
