7/25/2016 Why Elect Flexible Spending and Transit Expense Accounts? Save approximately 25-30% in taxes by electing flexible spending and transit expense accounts $500 Election = Approximately $125 in tax savings Note: If you or a dependent contribute to an HSA account – enroll in Limited-Purpose MDEA or HRA for dental and vision expenses to avoid potential adverse tax consequences For the Note just mention: ‘If your spouse and/or eligible dependents has a Health Savings Account, see us to find out your options.’

7/25/2016 Flexible Benefits Account Types Medical/Dental Expense Account (MDEA) Each State employee may elect up to $2,650/year $2,650/year is the limit for 2018 Dependent Care Expense Account (DCEA) Elect up to $5,000/year per family Election Changes accepted with a qualifying event These are ‘Use or Lose’ accounts (The DCEA is a ‘Use or Lose’ account and some MDEA participants may be eligible for a $500 carryover) $100 minimum annual election per MDEA or DCEA required

7/25/2016 MDEA $500 Carryover Up to $500 of unused MDEA funds for 2017 may be carried over into your 2018 account **If you have made all 2017 contributions Carryover funds do not affect any new election you might make for 2018 Carryover funds can be used for any 2017 expenses during the run-out period (through February 28, 2018) or For any 2018 expenses January 1 – December 31 Carryover up to $500 Don’t spend a lot of time on this slide. Mention 3 things 1) Yes, there is a carryover 2) Yes, you mayke a new election and/or have a carryover amount and 3) Use carryover funds during the run-out or they become part of the new plan year.

7/25/2016 Transit Expense Account Types Parking Bus Pass/Vanpool For expenses not paid through Payroll Deduction Account (PDA) 2018 limits are $260 per month for parking and $260 for transit Bus & light rail passes under the BVEA must be purchased using the debit card Sign-up or change election during the year Funds can rollover into the next plan year with annual reenrollment $50 minimum annual election per account required See our Transit Expense Plan document for additional information Stress new change with the transit expenses….can only purchase with debit card; contributions must be available first. For out-State, only applies to Duluth & St. Cloud

Debit Cards: MDEA, HRAs & Transit only
7/25/2016 Red Benny card is transitioning to the blue, 121 Benefits Debit card for cards issued after mid-November, 2017 Bus & light rail passes under the BVEA must be purchased using the debit card The card is good for three years Auto substantiation rate for the benefit card is 85-90% always save documentation Transactions/claims are deducted in the following order: State HRA > MDEA > Minnesota State HRA (if applicable) Many participants received new Benny cards last year after theirs expired. If you have card that expires at the end of Nov/Dec, you will receive a set of blue cards at no cost. If you request additional cards (for a $10 fee) beginning around mid-November, you will receive a set of blue cards. Don’t mention ordering rules; they should understand these rules by now.
