3 Ormond Crossings Vision
A joint City/County vision that is an example of “Smart Growth.” A countywide economic engine projecting at build out >11,000 new jobs and >$63,000,000 in net new revenue. A planned mix use development involving a private investment that exceeds $56,000,000.

5 TIF Uses of funds Construction of Crossing Boulevard to include a bridge spanning FEC rail right-of-way from US 1 to the 1st roundabout (segment 1). To be constructed 5 years after final plat of Phase 1A. County contribution: Limited to $4,000,000 or 10 years from date of commencement, whichever first occurs. City contribution: Limited to $8,000,000

6 Ormond Crossings Current Status
1. North Mainland/Ormond Crossings Community Redevelopment Agency: On April 21, 2015 the City Commission approved a request to seek a time extension of 5 years for the requirement that construction begin on the entrance road to the Business Park. The request was approved by the Volusia County Council. on June 11, 2015. 2. Phase "A" Preliminary Plat: An application for Preliminary Plat for the area known as Phase "A" (see Attachment 2) within Ormond Crossings was submitted to the City on December 11, Phase "A" contains Segment 1 of Crossings Blvd, a connection to Broadway Avenue, a connection to Pineland Trail and

7 the roadway connecting Crossings Boulevard
the roadway connecting Crossings Boulevard. to Tymber Creek Road utilizing the I-95 underpass. It includes a total of 9 lots within the Business Park area including a lot to be deeded to the City for the location of the water storage tank and future fire station. Initial comments were received from the City on Jan. 9, After the final approval of the Master Development Plan (MPD) and Design Standards the Developer submitted a revised Phase "A" to the City on August 1, 2014. A workshop was held with City Staff on Sept. 3, 2014 to review the submittal and discuss revisions to the plans. City comments on the 2nd submittal were received on October 8, The Developer's consultant team requested an extension to provide responses to the City comments and revised plans.

Phase "A" Permitting: Florida East Coast Railroad (FECRR) - an application to cross the FECRR rail right-of-way was submitted on Nov. 8, The application covers the Crossings Boulevard Segment 1 roadway flyover and utilities, the Phase "A" drainage crossings and the Broadway Avenue extension crossing. A Subgrade Crossing Agreement for the drainage crossing associated with Phase "A" was received from FECRR on April 12, An Aerial Crossing Easement Agreement for the roadway flyover bridge and utility lines associated with the bridge was received from FECRR on January 20, 2014 and recorded in the public records of Volusia County, Florida in Official Records Book 6955, Pages 2993 through 3006. 4.

9 Federal Emergency Management Agency (FEMA) - an application for a Conditional Letter of Map Revision - Fill (CLOMR-F) was submitted to the City on November 19, The City approved the application and it was submitted to FEMA on Dec. 27, Developer coordinated with FEMA and submitted the necessary responses to Requests for Additional Information. Final approval from FEMA was issued on Aug. 20, 2014 (Case No R). 4. Phase "B" Permitting: The preliminary plat and construction plans for Phase "B" were submitted to the City on December 19, 2014 for review. City comments were received on January 23, The City comments are currently under review and a revised submittal should be made by July, 2015.

10 An application for an Environmental Resource Permit (ERP) is currently being prepared for submittal to the St. Johns River Water Management District and US Army Corps of Engineers. The ERP application is scheduled for submittal in June 2015.
