Ohio lost the professional cup to Montana because they had more Quality Chapters reported.
These programs are a way to facilitate Service Learning
They want to impact the world they are living in, guide them.
They want to volunteer, help them.
They are curious about solving problems, fee them.

Large regions have less opportunities for BPA students to compete
Small regions have hard time operating a regional competition
Try to distribute as evenly as possible, goal of students per region.
Provide for more opportunities for BPA students to participate
Enable regional conferences to be operated with enough advisors to share the work.
