2 The Adriatic-Ionian Maritime Passenger Transport Observatory (AP)
Mission & Field of activity «To provide expertise and be a key driver of change in the Adriatic-Ionian basin» To tackle specific issues on passenger transport and mobility having as goal: promotion of territorial and cross-border cooperation; influence on the political bodies; reflection and proposition on legislative issues; reflection and proposition on technical issues. More specifically, cooperate for a joint policy for passenger mobility and to promote Adriatic-Ionian basin as a destination in whole, promote the Adriatic-Ionian basin in a wider MED scenario, propose the standardisation of administrative procedures and legal framework, provide the statistical framework for the Adriatic-Ionian area (just one-stop-shop for data collection), be the “exchange hub” for the collection and spreading of Best Practices on Passengers transport, conduct studies, research, info-training and support to members, monitor EU different calls, provide high-level expertise on key Passengers Transport issues. THE OBSERVATORY WILL PROVIDE A STABLE NETWORK TO EXCHANGE DATA, INFORMATION, BEST PRACTICES, SOLUTIONS, HARMONIZE REGULATIONS AND ADMINISTRATIVE PROCEDURES AMONG COMPETENT AUTHORITIES/OPERATORS ON MARITIME SUSTAINABLE MOBILITY AND ITS INTEGRATION WITH HINTERLAND

Membership Actors that share interest on same issues and have the capacity to concretely contribute to the Observatory activity through their knowledge and experience and/or by contributing with their membership status in other transport and sector relevant networks. Representing countries of the Adriatic-Ionian basin, with the prospect to see also involved other actors from a wider considered area (Med; Europe) Starting phase: a) CAPTAIN PPs EU signatories b) Formal involvement of CAPTAIN non-eu PPs (see EEIG EU Regulation) Implementation phase: other stakeholders (included CBA sign.) Categories of interested stakeholders : Public administrations (national, regional); Local and municipal administrations; Port Authorities; Companies managing maritime passenger transport terminals and services; Local/Regional development agencies; Universities & research institutes; logistics and transport sector players (cruise companies, shipping agencies, logistics, transport services, etc.); tourism and travel players; Other economic actors.

Legal framework EEIG (European Economic Interest Grouping) proposal Reg (EEC) No. 2137/1985 & national laws regarding EEIG regulation EU Instrument of cross-border integration between economic actors to facilitate their activities, placing them on equal footing. It allows the establishment of stable cooperation relationships on specific issues related to the pursued activities by pooling of resources, activities or skills, facilitating and/or developing the economic activities of its members. Main EEIG features: formed by legal public or private entities and by individuals carrying on an economic activity/providing services. registered in one of the EU Member States, giving legal capacity. flexibility: simple formal incorporation requirements (written contract & registered charter). each member of an EEIG has one vote. Members decide how the EEIG will be run and its final purpose. ancillary character. Focus on specific activity. Members maintain economic & legal autonomy. at least two organs: the manager(s) and the members acting collectively. Other organs may be constituted by contract among the grouping members, also determining the powers they will be provided for. not necessarily have to be formed with capital. Members are free to use alternative means of financing. Contributions may also be in the services and skills the members can provide. A possibility is the participation to obtaining EU funding (through EU projects). not formed with the object of making a profit, although it may do so as a consequence of its normal operations (equal/proportional (to the share of members) distribution). not subjected to tax. Any profit or loss is attributed to its members according to their shares.

Financing Conceived slim Observatory structure and management would consent a limited amount of overheads related to the normal activities; additional expenses should be linked and justified to specific works / Observatory activities. As for the EEIG instrument, all forms of contributions are possible: in cash / in kind / in skill. Operating costs may also be covered by other different methods of financing: from annual fees, direct contributions of the members, remuneration for services rendered to stakeholders, external sources of financing (EU funding). Starting costs originate from project budget
