A Phased Approach… Phase 1 Outreach & Education IIEs Testing of Risk Tool Qualification/PQS Id of FORs Phase 2 Prioritized Exams Course Development Comments on NPRM 100% FORs examined Phase 3 COI Issuance Formal Training Subchapter “M” Published Summer 2009 Current Bridging Strategy Proposal (4 legged stool implemented in 3 Phases) Phase 1 Outreach Interaction between CG and Industry at all levels Learn each others cultures/get used to each other Education Indoctrination Program for all Examiners Complete Qualification Requirements Industry Scheduled Exams At Industry’s Convenience Goal – to get as many Tows/Tugs decaled as possible Phase 2 Risk-based Exams (Officer in Charge Marine Inspection (OCMI) prioritizes using Risk Tool, local knowledge, and vessel availability) Prior industry scheduled exam and issuance of a decal will exempt vessels from a risk based exam and will allow credit to be given when considering the scope of underway boarding's. Formal Training to be developed during Phase 2, envisioned to be delivered at the Towing Vessel National Center of Expertise (TVNCOE) & Coast Guard Training Center (TRACEN) Yorktown Marine Inspection Course (MIC). Phase 3 Certificate of Inspection (COI) Issuance. We envision using risk-based tool developed in Phase 1 to assist in prioritizing the order of COI issuance conducted in Phase 3. Phase I results… New UTV examiners are qualified/knowledgeable and have built industry partnerships TVNCOE stood up and running course/portal Industry Initiated Exams YTD– 196 Def Checks YTD – 79 Decal is not the goal Industry and CG consider TVBP a success (positive press/flag letters/outreach/peer pressure) Phase I started June 12th 2009 Planned to last 18 – 24 months Seventh Coast Guard District, Marine Inspections & Investigations branch

Phase II highlights Won't officially start until order is issued by LANTAREA. Port State Control flavor (compliance vice enforcement) Target companies/vessels that have not participated Units should score companies and vessels in Unit FOFR Aggressive outreach to these companies and vessels Outreach may include (letters, s, phone calls urging companies to schedule IIE’s) prior to being targeted for a Prioritized Exam Seventh Coast Guard District, Marine Inspections & Investigations branch

Outreach Focus Make every Effort to contact company in Advance of Prioritize Examination If company opts for IIE, one should be scheduled within a reasonable time (What is a reasonable time?) Law Enforcement Boarding's
Operational Commanders have wide discretion in planning and executing Underway Boarding's and utilizing patrol boat hrs for executing MS missions. Phase I activities and IIE’s should drive decision making of LE Boarding's. LE Boarding's are not the preferred method (evident with 99% licensing compliance rate of OP BIG TOW) Seventh Coast Guard District, Marine Inspections & Investigations branch

LE Boarding Guidance Respect the Decal Respect the Mariner
Off watch personnel should be disturbed as little as possible consistent with BO safety. When possible Boarding Teams should be augmented with Qualified Examiners Seventh Coast Guard District, Marine Inspections & Investigations branch
